The UNDP Viet Nam has been driving forward the responsible business agenda through the two projects since 2019 and is currently looking for the Responsible Business Analyst based in the UNDP Vietnam Country Office (CO) to directly manage funds allocated for project implementation at the country level in Viet Nam. In addition to planning, administration and reporting, the Responsible Business Analyst provides their inputs into policy research, develops knowledge products and supports communications, partnership-building and resource mobilization.
Duties and Responsibilities
The Responsible Business Analyst reports to the UNDP Viet Nam’s Head of Governance and Participation Team (GPT) but acts under the guidance of the Business and Human Rights Specialists, Crisis Prevention and Rule of Law Unit at the Bangkok Regional Hub.
The Responsible Business Analyst promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations and works in close collaboration with the respective CO Programme and Operations teams ensuring successful CO performance and compliance in programme management and finance.
Summary of key functions:
- Ensure effective project implementation by managing the project at national level, providing support to programme operations (finance, asset management, administration, HR), and implementing project activities in accordance with UNDP rules and regulations.
- Responsible for conducting awareness-raising, capacity building, and advocacy activities at project and national level.
- Provide technical support, expert advice and policy input to support the development of national policy documents and regulatory guidance.
Ensure effective project implementation by managing the project at the national level, focusing on the achievements of the following results:
- Prepare and manage annual work plan development and implementation according to project document and for relevant projects in the portfolio;
- Ensure project meets expectations as specified in project document, and update CO management and Bangkok Regional Hub as required;
- Gather inputs and coordinate the preparation of work-plans, periodic narrative progress reports and expenditures status reports for all relevant projects;
- Establish systems for project planning, implementation and monitoring;
- Record and maintain documents on relevant CO-led activities, issues, and risks;
- Gather and compile all information necessary for monitoring and reporting on activities from the planning to the evaluation stages;
- Monitor the implementation of activities and the expenditure of funds; conduct regular monitoring visits, as required;
- Draft and provide inputs to annual and quarterly reports;
- Coordinate development and preparation of financial resources including annual workplan budgeting and budget revisions, and expenditure tracking and revisions;
- Monitor the allocation and disbursement of funds to partners per UNDP corporate guidance;
- Advocate and facilitate knowledge building and management and communication in line with guidelines of UN/UNDP and relevant partners of the project.
Conduct awareness-raising, capacity building and advocacy activities, focusing on the achievements of the following results:
- Draft reports or conduct quality control over reports, highlighting key issues, trends, emerging opportunities, risks, potential project partners, and entry-points for the country;
- Facilitate consultations at national level with business and government representatives, as well as civil society organizations (CSOs);
- Design and implement training, campaigning, and advocacy efforts as necessary;
- Develop partnerships with the UN Agencies, international organizations, government institutions, bilateral and multi- lateral donors, private sector firms and civil society organizations in the specific thematic areas based on the strategic goals of UNDP Country Offices, country needs and donors’ priorities;
- Deliver presentations/workshops to and engage with partners and relevant stakeholders to raise awareness and build partnerships at the national level.
Provide technical support, expert advice, and policy representation to support governments, businesses, business representative bodies, CSOs and others in developing policy documents and regulatory guidance, focusing on the achievements of the following results:
- Support the organization of national events on Responsible Business Practice and as well as Business and Human Rights and other relevant areas to support knowledge building and exchange of best practices;
- Facilitate the training of government, business and CSO representatives on Responsible Business Practice, as well as Business and Human Rights to support institutional knowledge and capacity building;
- Facilitate discussions on key country-specific issues that can be incorporated into National Action Plans;
- Provide comments on National Baseline Assessments, National Action Plans on Responsible Business
- Practice, or other policy instruments
- Support research to showcase best practices in the field of responsible business practice, business and human rights, and any other research required to support promotion and understanding of the UNGPs and its varied applications;
- Provide guidance to stakeholders on human rights and corporate due diligence best practices;
- Engage with stakeholders on access to remedy initiatives.

Required Skills and Experience
Education:
- Master’s degree in Law, Political Science, Public Policy, International Development, Business Management, other Social Sciences, or closely related fields, or
- Bachelors’ degree in a related field with additional 2 years of relevant experience will be given due consideration in lieu of Master’s degree
Experience:
- A minimum two years (with Masters’ degree), or four years (with Bachelors’ degree) of relevant experience on programme and policy work preferably in Responsible Business Conduct, Corporate Social Responsibility, Government Relations and Advocacy, International Development, Compliance, Corporate Governance, Human Rights or closely related fields.
- Experience working with governments, businesses, business representative bodies and CSOs on Responsible Business Practice and/or Business and Human Rights
- Familiar with business and human rights framework, responsible business conduct guidelines, including but not limited to: UN Guiding Principles on Business and Human Rights, United Nations Global Compact (UNGC), the ILO Declaration on Fundamental Principles and Rights at Work and the ILO Tripartite Declaration of Principles Concerning Multinational Enterprises (MNE Declaration), and the Organisation for Economic Co-operation and Development (OECD) Guidelines on Multinational Enterprises
- Being familiar with ESG, corporate social responsibility, and/or sustainability standards and certifications is a strong asset
- Fluency in English and Vietnamese is essential, both written and oral.
