Rural Development Expert for KOICA project

1. General information

• Title/Position: Rural Development Expert for KOICA project.
• Working time: 5 days/week (07:00 – 17:00).
• Workplace: Tuyen Quang Provincial Coordination Unit for Foreign Funded Projects. 16 Ly Thanh Tong, Minh Xuan ward, Tuyen Quang city.

2. Responsibilities

• Have responsibility for supporting Korean Yonsei University’s experts (Project Contractor) team on the activities related to Capacity building and other activities under Project Components (Healthcare, Education, Women Empowerment, Public Administration) requested by Yonsei University’s experts;
• Coordinate with Local Government & Yonsei University’s experts, ensuring high-quality performance and program delivery based on action plan;
• Work with Yonsei University's experts in the field survey, monitoring, reporting, and writing documents;
• Translate documents related to Capacity building activities from English to Vietnamese and vice versa. Interpret for Korean experts in technical meetings with related agencies;
• Organize meetings with related agencies, regular monitoring, and field visit to ensure effective implementation of activities;
• Have responsibility for budget control of the project activities, procurement and other general administrative works of the project ;
• Ensure that KOICA operational policies and procedures are followed while ensuring downward and upward responsibility of project efficiency, transparency, and accountability.

3. Requirements

Qualifications and Experience

• BA/BS Degree is required;
• Major or experience in Rural/Sustainable/Community development or similar jobs;
• Competency in the use of MS Word, MS Excel, MS PowerPoint as well as statistical software.
• Teamwork, professionalism, flexibility, and an understanding of working with foreign experts and Vietnamese agencies;
• Good communicator who is open, honest, and supportive of others. Ability to engage with the Government sectors;
• High attention to details and well-organized spirit;
• Having a long-term commitment to the job.

• English-Vietnamese: proficient in listening, speaking, reading, and writing skills (IELTS/English certificate is a plus).
