Job title: Criminal Intelligence Officer HTSM
Sub-Directorate: Human Trafficking & Smuggling of Migrants
Location: Lyon, France
Duration: 3-year secondment

MAIN RESPONSIBILITIES:

The mission of the Human Trafficking and Smuggling of Migrants Unit is to provide up-to date specialized knowledge, training, and investigative support in the area of Trafficking in Human Beings (THB) and Smuggling of Migrants (SOM). In pursuit of that mission, the post holder will be a member of a team whose role is to:

Make expertise available in THB and SOM.
Provide investigative and operational support to INTERPOL member countries in the THB and SoM crime areas leveraging INTERPOL policing capabilities.
Develop and enhance partnerships with organizations which deal with THB and SoM crime areas.
Develop and co-ordinate best practices in specific areas such as investigation and prosecution of THB and SoM cases.
Increase the flow and exchange of information related to the area of THB and SoM.

Under the day-to-day management of the Unit coordinator and the overall supervision of a project manager, the post holder will deliver the activities in the framework of an externally funded project to combat THB and SoM in the Middle East and Northern Africa region.

REQUIREMENTS:

Training/Education required

3 to 5 years’ education at a university or other specialized higher education establishment (e.g. in law) are desirable.
10 years’ experience in the area of THB and SOM is required if the post holder does not have the required level of education.

Experience required

At least 5 years of experience in Law Enforcement working in Trafficking in Human Being and/or Smuggling of Migrants crime areas.
Proven working experience in the Middle East and North Africa Countries in the field of THB and SOM including international police cooperation.
Deep knowledge on INTERPOL policing capabilities and experience to apply those capabilities in THB and SOM crime areas in this specific geographical zone (Middle East and Northern Africa Countries)
Experience developing training materials and providing capacity building in the area of THB/SOM in Arabic and English languages.

Languages

Fluency in English and Arabic is required.
A good working knowledge of a third official working language of the Organization (French) would be an asset.

Specific skills required

Strong communication skills, both in written and oral form (public speaking and delivery of presentations).
Strong computer skills are required.
Experience in working with computers including knowledge of oral presentations software, business intelligence and word processing software.

Experience working in an international environment would be highly desirable, for exampl employment in an international organization, or participation in international working groups joint international projects, etc
