Senior Adviser (Science Research & Innovation)


OBJECTIVES OF THE PROGRAMME

To support Member States with scientific and technical knowledge of the highest level to enable Member States to put in policies and strategies that would enable them to be prepared and have the capacity to understand the epidemiology and scientific approach to public health response to the control of communicable diseases of regional and global threats. The programme also will be a technical resource for both in-house as well as for any individual or Member State that may be seeking for such information and/or technical expertise.
 
The objective of AMR programme is to strengthen AMR containing capacity of SEAR Member States, and, to strengthen research capacity in the Region.

DESCRIPTION OF DUTIES

Under the overall guidance of the Regional Director, and direct supervision of Director, Programme Management the incumbent is responsible for the following:
  1. As the pre-eminent technical adviser to the Regional Director, the incumbent provides the highest level of technical advice on matters of public health importance to shape policies and strategies relevant and appropriate to both regional as well as country levels,
  2. Represent, when required, the Region at regional and global fora where discussions on matters of importance on diseases of public health take place and to provide technical/scientific inputs of the highest calibre to enable WHO to develop evidence-based policies and public health strategies.
  3. Lead and advise the coordination and monitoring of implementation of AMR policies in the Region.
  4. Advise, facilitate the coordinating and monitoring of collaborative programmes in public health matters of global threats in Member States, taking into account the WHO mandate as the global lead organization in matters of public health issues, including AMR.
  5. To promote research, and to facilitate and coordinate research activities in the Region, and
  6. To coordinate and oversee publication and documentation as well as effective knowledge management in the Regional Office, and beyond.
  7. Perform any other duties as deemed necessary.

REQUIRED QUALIFICATIONS

Education

Essential: Degree in medicine with post graduate degree in public health related disciplines

Experience

Essential: At least 15 years of experience at progressively responsible levels in planning and management of public health programs, including considerable experience at senior levels obtained in an international context.
Desirable: Experience in managing/leading research organizations or entities, and/or work experience in antimicrobial research , work experience in a multicultural environment or an UN/multilateral organization will be an advantage.

- In-depth knowledge of typical public health response in the event of a public health emergencies
- High-level technical and management competence with knowledge of planning, directing, monitoring and evaluation of public health programmes

- Good computer literacy.
Other skills (eg. IT): Functional skill at everyday computing needs such as use of Word, Excel and PowerPoint.

Essential: Expert knowledge of spoken and written English.
Desirable: Knowledge of other languages in the SEAR countries will be an asset.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 100,800 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2764 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
