Senior Director


Organizational Context Organizational Setting The post is located in the Department for Africa and Least Developed Countries (AfLDC) in the Development Sector. AfLDC provides and manages policy studies, advisory services, capacity building and technical assistance towards the implementation of cooperation programs and the widespread access to and use of services provided by the Organization for developing countries in the African Region and Least Developed Countries in Africa, Asia Pacific and Latin America and Caribbean Regions. Purpose Statement As Senior Director of Department, the incumbent is responsible for providing strategic leadership and charting the direction for cooperation program development and delivery. The objectives are to promote the protection of intellectual property (IP), the modernization of IP systems, and the promotion of the use of IP for development in the African Region and Least Developed Countries in Africa, Asia Pacific and Latin America and Caribbean Regions. The incumbent leads a team of managers, including at senior level, in diverse areas, improving the coordination, promotion and delivery of WIPO services and programs in the developing countries in Africa and Least Developed Countries in Africa, Asia Pacific and Latin America and Caribbean region. Reporting Lines The incumbent works under the supervision of the Deputy Director General (DDG) of the Development Sector. Duties and Responsibilities The incumbent will perform the following principal duties:
  • Chart the direction for cooperation program development and delivery, strengthening the Organization's strategic position in Africa and Least Developed Countries; anticipate future challenges and adjust to sudden evolutions in IP-related fields, as well as overall political, economic, social and cultural evolutions in Member States under the responsibilities of AfLDC;
  • Direct the Department's portfolio of work, exercise strategic asset management and deploy resources into value-added activities and initiatives in accordance with results-based management principles, ensuring and maintaining organizational relevance and dynamism to client communities; ensure that key risks are identified, assessed and managed for the achievement of agreed results and to improve organizational response capacities;
  • Lead, cultivate and motivate the Department's staff, and foster an organizational culture oriented towards the continual search for innovative approaches to complex challenges and the delivery of cooperation for countries and/or groups of countries, demonstrating the positive impact of IP protection and systems on economic benefit, employment and competitiveness;
  • Lead strategic engagement and establish consultative networks and partnerships with key stakeholders in target countries, which can be accessed to bring resources, expertise and attention to achieve complex program objectives; advance understanding, build confidence in, and enthusiasm for, the Organization's capacity to lead and deliver reliable state-of-the-art services and expertise on IPR protection and the modernization of intellectual property systems;
  • Sustain, expand and improve the development and implementation of initiatives in specific countries or groups of countries on integrating IP into their national development strategies and innovation policies, as well as further strengthening the promotion of IP through targeted seminars, workshops and customized training courses;
  • Serve as chairperson and represent the Organization at senior-level international, regional and national meetings, including of other organizations; provide strategic and authoritative advice regarding organizational position, opportunities and risks, and demonstrate the highest value to clients, stakeholders and beneficiaries in relation to their interest and investment;
  • Perform other related duties as required.
Requirements Education (Essential) Advanced university degree in economics, international relations, development studies or related discipline. A relevant first-level university degree plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of the advanced university degree. Experience (Essential)
  • At least 15 years of relevant professional experience in the fields of bilateral and multilateral cooperation activities, in particular in the African Region and Least Developed Countries in Africa, Asia Pacific and Latin America and Caribbean Regions;
  • Demonstrated experience and expertise in technical cooperation policies and procedures;
  • Experience in managing staff.
Language (Essential) Excellent written and spoken knowledge of English or French and a good knowledge of the other language. Language (Desirable) Knowledge of other UN official languages.
