SUBJECT: Solicitation for Offshore U.S. Personal Service Contractor (USPSC) – Senior Global Health Security Advisor
REQUIREMENTS
A. Education: Possession of an advanced degree (PhD, MD, DVM) in public health, health sciences, medicine or veterinary medicine is required.
B. Professional Experience: The following is required for the position:
- Ten (10) years of professional and progressively more responsible experience in the field of international public health and development with experience and technical knowledge in infectious diseases.
- Five (5) years of experience with a government agency or other international/local organization or donor with project and/or organizational management experience.
- Experience in a developing country.
- Experience in the development and management of avian/pandemic influenza programs or emerging infectious disease programs.
- Demonstrated working knowledge of USG programming, process, documentation and business practices.
C. Program Management Skills: The incumbent must have:
- Demonstrated leadership, analytical and managerial skills within the context of developing countries.
- Demonstrated effective ability to manage large international development programs in the area of infectious diseases.
- Demonstrated ability to analyze and apply local, international, and U.S. policies to the achievement of development work.
- Demonstrated effective ability to work with and manage implementing partner organizations to ensure timely management of activity functions and procedures.
D. Interpersonal and Supervisory Skills (Leadership, Teamwork and Communication): The incumbent must have:
- Excellent experience in managing teams and people. This includes proven experience successfully mentoring and building capacity of locally employed and other staff.
- Excellent communication skills and conflict/problem solving skills. Be able to effectively communicate with all levels of both external and internal contacts (host government, donors and stakeholders, multi-cultural team).
- Demonstrated ability to work collaboratively and professionally within a team, and with government officials and donor agencies in a multi-cultural environment.
- Demonstrated ability to cultivate and maintain a wide range of contacts with senior counterparts, government and other officials.
- Demonstrated flexibility; effectively manage more than one activity at a time, compete priorities; work calmly, tactfully and effectively under pressure.
Additional criteria:
- Experience in Vietnam or South East Asia is preferred.
- Understanding of Vietnamese public health and animal health systems and the appropriate government and non-government entities will be considered as strengths.
E. Technical Knowledge
As the leading expert in global health security for the Mission and post, the incumbent is required to:
- possess an exceptionally comprehensive knowledge of the concepts, principles, techniques and practices of infectious disease issues, and the strategies most effective for implementing these interventions;
- possess high degree of knowledge and understanding of Vietnam health systems, applicable law, and instructions, and the appropriate government and non-government entities which are critical to the successful performance of the duties assigned to this position;
- have practical knowledge of health services and the international/national/local infectious diseases response. Substantial reliance is placed on the incumbent’s professional acumen and judgment where her/his advice is sought on important and at times on extremely sensitive matters; in functional programs that involve comprehensive program planning which s/he actively participates in the planning process and which may require quick and decisive actions or decisions
F. Skills: The incumbent must have:
- ability to plan, develop, manage and evaluate important and complex programs independently;
- ability to organize and present technical information in concise written and oral form;
- ability to demonstrate strong quantitative and analytical skills through obtaining, analyzing, and evaluating a variety of data;
- ability to oversee and provide guidance to complex operational research projects;
- focus on details, furnish information and provide advice in assigned areas objectively;
- demonstrated proficiency in Microsoft Office and Google applications including Word, Excel, Access, PowerPoint, Publisher, GIS systems, etc..
- ability to establish and maintain contacts at all levels of the host government(s) (i.e., from the community level to the ministerial levels) and with stakeholders in the non-governmental arena in order to explain USAID infectious diseases and animal health-specific project/program policies, objectives and procedures. Likewise, the incumbent must be able to transmit and interpret host country government and non-governmental sector program-related concerns to senior USAID officials, Mission Management and U.S Embassy Officials including the U.S. Ambassador.
- demonstrated potential to acquire knowledge of U.S. Government legislation relating to infectious disease and animal health development assistance; USAID programming policies, regulations, procedures, and documentation; and a thorough understanding of the objectives, methodology, and status of the USAID’s overall Strategic Objectives and ID goals.
- excellent interpersonal skills and demonstrate the commitment required to manage a very complex and demanding program that is also very visible and vital to U.S. interests. The effort required will most likely result in the need to sometimes work beyond the normal 40 hour work week to succeed and meet objectives. Additionally, the incumbent will travel extensively throughout Vietnam, and the region to articulate and justify a Vietnam GHS program that has obligated and programmed more than $100 million since 2005.
G. Other Requirements: The incumbent must also be:
1) A US Citizen;
2) In possession of, or able to obtain, secret authorization and a medical clearance for serving in Hanoi, Vietnam. Details of how to obtain US Department of State Medical Unit medical clearance will be provided once a job offer is made and accepted;
3) Available and willing to work outside the regular 40-hour workweek when required/necessary;
4) Willing to travel to work sites and other offices both in Vietnam and regionally as/when requested.
