  • The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and Australians internationally. This involves strengthening Australia's security, enhancing Australia's prosperity, delivering an effective and high quality overseas aid program and helping Australian travellers and Australians overseas
  • The department provides foreign, trade and development policy advice to the Australian Government. DFAT also works with other Australian government agencies to drive coordination of Australia's pursuit of global, regional and bilateral interests.

About the position

  • Working with limited direction, the Senior Program Manager (Health and Human Development) oversees the bilateral components of the regional Partnership for Healthy Region Initiative along with relevant bilateral and global health initiatives.
  • The position advises and monitors DFAT-funded regional health initiatives being implemented in Vietnam as well as policy developments to identify opportunities to maximise visibility of Australia's support for Vietnam's health system strengthening in general.
  • The position also acts as the Disability Focal Point for all Australian ODA investments in Vietnam and facilitates whole of Embassy awareness and strengthening of disability inclusion.

The key responsibilities of the position include, but are not limited to:

  • Liaise with officials from Vietnamese and Australian government, development partners, other areas in DFAT, multilateral organisations and other donors to facilitate effective planning and program delivery.
  • Manage the effective design, implementation, monitoring and evaluation of a range of health security development, health system strengthening and disability targeted activities in Vietnam. Monitor, analyse and provide strategic advice on Vietnam's health, vaccination and disability context relevant to program effectiveness, future programming and broader Australian interests. Draw on expertise from across Australian and Vietnamese stakeholders, including commissioning research or reports as appropriate.
  • Coordinate disability inclusion activities across programs supported by DFAT in Vietnam. Manage contract of Embassy Disability Advisor as relationship with Organisations of People with Disabilities. Manage the effective design, implementation, monitoring and evaluation of a range of health investment in Vietnam under DFAT's Partnership for Healthy Region initiative and other regional health programs, plus bilateral disability targeted programs.
  • Manage the procurement of selected partners, advisors the Embassy may need for health and disability effective health and disability programs.
  • Manage contracts, including ensuring compliance with Australia's legislative, financial and administrative frameworks, and Australian Government policy requirements and manage financial reporting and expenditure of specific investments within Australia's health portfolio.
  • Oversee the bilateral engagement and future collaboration with civil society in Vietnam as part of DFAT's Development Policy.
  • Maintain program registers, and coordinate risk assessment and management activities for specific investments, providing regular updates to management.
  • Prepare draft reports, high quality briefing papers and speeches on more complex areas of health security, health system, disability and development cooperation policy issues in Vietnam. Develop, strengthen and maintain strong relationships, negotiate and liaise across a broad range of stakeholders, including Vietnamese Government officials, multilateral organisations and donors to build local networks and anticipate and respond to stakeholder needs and expectations. Contribute to public diplomacy activities including drafting social media content, and coordinating events.
  • Coordinate and support participation of high-level Australian officials in meetings and engagements. Provide high-level interpreting and translation services as required.
  • Support the broader work of the Development Section and other sections as required.

Qualifications/Experience

  • Strong relationship building skills, with proven experience developing networks in-country. Excellent verbal and written communication in a cross-cultural context (in both English and Vietnamese), including high-level interpretation and translation.
  • Previous experience managing development programs including financial management, contract management, monitoring and evaluation, managing risk and public diplomacy.
  • Tertiary qualifications in public health, international/community development, public policy, program management or a related field.
  • Ability to communicate effectively and professionally with government and multilateral organisations, and other donors.
  • Demonstrated ability to prioritise, think strategically, and apply judgement to achieve results. Well-developed analytical and reporting skills.
  • Ability to operate effectively within a team and across teams.
