About the Department of Foreign Affairs and Trade
The role of the Department of Foreign Affairs and Trade (DFAT) is to advance the interests of Australia and
Australians internationally. This involves strengthening Australia’s security, enhancing Australia’s prosperity, delivering an effective and high quality overseas aid program and helping Australian travellers and Australians overseas
The department provides foreign, trade and development policy advice to the Australian Government. DFAT
also works with other Australian government agencies to drive coordination of Australia’s pursuit of global, regional and bilateral interests.
About the position
Under general supervision from the First Secretary, the Senior Program Manager Private Sector Partnerships works in the Economic and Development Section of the Australian Embassy in Vietnam, with responsibility for facilitating the implementation of the Impact Private Sector Partnerships (IPSP) program. This program comprises two key elements for engaging the private sector:
1. The Business Engagement Support Unit (BESU) which will train, equip and empower DFAT staff to engage more effectively with the private sector by undertaking analysis and providing technical advice on private sector issues to inform the design and implementation of private sector-focused aid and
development programs.
2. The Business Partnerships Platform (BPP) builds on the successes and lessons learned under previous phases of the program. The BPP provides flexible funding to innovate and partner with the private sector in line with aid investment plans. The BPP will provide grants for business partnerships that
target country priorities, and deliver both commercial and development outcomes.
The key responsibilities of the position include, but are not limited to:
Manage the effective implementation, development and monitoring of the IPSP program. This will include working closely with implementing partners to ensure the key deliverables are achieved.
Develop and strengthen strategic relationships, negotiate and liaise across a broad range of stakeholders to build local networks, identify potential partnerships and build the Australian
Embassy’s understanding of the local business environment.
Develop and implement strategies to promote the Business Partnership Platform (BPP) rounds in-country with support from the IPSP managing contractor.
Support the IPSP managing contractor through the BPP application shortlisting process and assess BPP
applications.
Effectively manage program risks and ensure all major risks to achieving the desired results are identified, reported and resolved through the management structure.
Undertake due diligence assessment of BPP partners.
Provide high level advice and engagement with Australian Embassy Management to strengthen
linkages and cohesion between private sector programs that the Embassy is implementing
Undertake research and analysis to identify opportunities for future private sector engagement,
activities and investments.
Contribute to priority setting and the Embassy’s strategic engagement with BPP partners.
Arrange meetings with partners and other stakeholders, including conducting site visits to project
activity locations.
Provide logistical and policy support for senior Australian visitors to the Australian Embassy related to
BPP partnerships and other private sector-related activities.
Perform other duties as required.
Qualifications/Experience
Highly developed written and oral communication skills in both local language and English.
Ability to communicate effectively and professionally, with government and private organisations,
think tanks, peak bodies and the public.
Demonstrated experience providing research and analysis on issues
Demonstrated ability to prioritise, think strategically, apply judgement and innovation to achieve
results
Strong relationship building skills, with proven ability to develop networks in-country
Ability to operate effectively within a team and across teams
Previous experience working in the private sector or engaging with the private sector
Tertiary qualifications in a related field.
