Background

Aide et Action (AEA) International officially becomes Action Education (AE) International in 2023. AEA (AE) is an international non-governmental organisation working in more than 19 countries across Africa, Europe, South Asia, and Southeast Asia to support the development of sustainable education projects. Our projects in Southeast Asia started in 2001 with local partners and government agencies in Cambodia, Vietnam, and Lao PDR to enhance the quality of education as well as to facilitate the access to quality education.

Purpose of the position

  • Ensures efficient and effective project management and implementation of the Early Childhood Care and Education (ECCE) Project, according to the project design;
  • Ensures quality implementation in the project areas and delivering key results for poor and excluded groups in disadvantaged district and communes;
  • Guarantees timely reporting related to the conditions provided by the donor as well as internally in AEA (AE) in Vietnam.

Core Accountabilities

Project Management
  • Responsible for overall quality project implementation and assure quality standards are met, including progress towards predefined results and milestones;
  • Design detailed implementation plans, including monitoring and evaluation frameworks for the project;
  • Work closely with and support implementing partners to ensure the project’s smooth progress through demonstration of expert knowledge, problem solving abilities and timely delivery of technical support
  • Submit project plans and reports in a timely manner as required by AEA (AE) in Vietnam and the donors;
  • Ensure effective coordination with other teams in AEA (AE) Vietnam and local partners, including the identification and pursuance of key messages for advocacy at all levels.
Monitoring, Evaluation and Reporting
  • Prepare M&E plan for each project based on the indicators agreed in the project documents;
  • Implement the M&E plan together with partners and consultant, including collect evidences and best practices; Produce and submit report as required by AEA (AE) (international, regional and national);
  • Monitor and evaluate the progress of the projects to ensure donor compliance through effectively managing staff, partners, and consultants to achieve the deliverable and produce quality reports in a timely manner and in support of AEA (AE)’s project evaluation framework;
  • Work closely with key technical and staff on preparation of progress reports, mid-term and final evaluation to ensure compliance to ensure the quality and report framework meets client’sexpectation.
Finance and Human Resource
  • Responsible for timely delivery and spending of project outputs and activities, closely monitor spending of the project and propose periodical adjustments to ensure overall achievement of spending targets is met;
  • Identify need for recruitment of external consultants or resources and manage those accordingly.
Networking and advocacy
  • Represent AEA (AE) Vietnam in related national networks, establish partnerships and liaise with key players and organizations;
  • Build and maintain good relationship with national, provincial and district agencies mandated to Early Childhood Care and Education as well as with NGOs and research institutions operating in Early Childhood Care and Education.
Team Contribution
  • Constructively contributes and collaborates with all colleagues to achieve the organizational goals;
  • Regularly coordinate and collaborate with other sector/regional program teams to strengthen programmatic synergies and impact
  • Expand the capability and development of the AEA (AE) members by utilizing mixed interventions.
  • Delivers high quality work that provides a conducive environment to our operating environment;

Criteria

Qualification
  • Bachelor degree in any field related to ECCE (health, education, protection, etc.);
  • Knowledge of policies and issues related to the quality ECCE in Vietnam, especially this kind of knowledge in the remote and ethnic minority areas is preferred;
  • Knowledge of technical expertise of the project and quality ECCE system/partners in Vietnam;
  • Knowledge of practical lobbying and advocacy methodologies as an advance;
  • Good interpersonal, negotiation skills;
  • Good conceptual and analytical skills;
  • Fluent in English;
  • High level of computer proficiency.
Experiences
  • Minimum of 4 years’ experience in technical designs and implementing quality ECCE project;
  • Experience in working with Government agencies at different levels, especially with education system;
  • Experience in monitoring and evaluating projects;
  • Experience in coaching, training, and facilitation;
  • Experience in working with children and communities and in partnership with different stakeholders.

Others
  • Ability to travel domestically and internationally, for approximately 40% of total working days per year.
