ORGANIZATIONAL CONTEXT AND SCOPE:
Under the overall guidance of the Chief of Mission and the direct supervision of the Head of Projects and Partnerships and the designated National Programme Officer, the Senior Project Assistant will provide specialized support in the implementation of projects managed by the Immigration and Border Management (IBM) team. The candidate will be responsible and accountable for day-to-day project implementation and in delivering all committed deliverables in accordance with IOM guidelines.
RESPONSIBILITIES AND ACCOUNTABILITIES:
Project implementation, monitoring, and evaluation
- Coordinate and monitor the implementation of project activities, identify issues/problems, and suggest remedial action to ensure key indicators and outputs of the project activities are met in effective and efficient manner in coordination with implementing partners and relevant stakeholders.
- Participate in relevant meetings, workshops, trainings; prepare and/or conduct appropriate presentations in relevant events as required in coordination with National Programme Officers/Project Manager.
- Prepare periodic reports for the donor on programme delivery, including interim and final reports to donors in coordination with the implementing partners.
Project development and relations with donors and counterparts:
- Draft required documents including concept notes, proposals, training manuals, publications, and TORs; provide support in reviewing project documents as needed.
- Provide technical support in development of assessment tools such as questionnaire of evaluation, pre-test and post-test for trainings; undertakes desk research and data collection and analysis as required etc.
- Liaise with donors and related stakeholders.
Administrative, financial issues and others:
Perform, facilitate, and follow administrative, financial and procurement procedures fordelivery of project activities and the organization of workshops, trainings, meetings, field visits and other project-related activities.
Translate documents from Vietnamese to English (and vice versa) and interpretation at meetings/discussions as required.
Perform other duties assigned by COM or supervisors in line with organizational priorities.
REQUIRED QUALIFICATIONS AND EXPERIENCE
Education and Background
- Bachelors’ degree or higher in social sciences, political science, human rights, migration, international development, international law, etc. with at least four years of relevant professional experience
- Or High School Degree/Certificate from an accredited academic institution in above fields with minimum six years of relevant professional experience.
- Working knowledge of Migrants Assistance, Immigration and Border Management, UN Convention on Transnational Organized Crimes (UNTOC) and its Protocols, gendermainstreaming and rights-based programming is an asset.
Experience
- Professional experience in development and implementation of project activities in compliance with donor and the Organization's requirements.
- Experience in working with Government partners.
- Participation in development process of training materials and specialized publications.
- Familiar with/experience in data analysis for report writing.
Skills
- Good organizational skills and strong grasp of IOM’s data protection policy.
- Analytical, logical thinking and problem-solving skills.
- Strong written and oral communication skills in both Vietnamese and English.
- Good translation skills between Vietnamese and English, good document editing skill is an asset.
- Self-motivated, strong willingness to learn.
- Perform well individually as well as in teams.
- Good time management skills, capable of working under high pressure and delivering highquality results within a set timeframe.
- Strong computer skills, proficiency in Office programmes (Outlook, Word, Excel, Publisher, PowerPoint) required.
LANGUAGES
Fluency in English and Vietnamese is required. Other relevant languages are an advantage.
Other
Appointment will be subject to certification that the candidate is medically fit for appointment.
