ARISE + Viet Nam is seeking to recruit various short-term experts for implementation of the Project Annual Work Plan Year 1 (2021-2022)
“The ASEAN Regional Integration Support by EU (ARISE) Plus – Viet Nam Trade-Related Technical Assistance (ARISE+ Viet Nam)” is a European Union-funded project. The overall objective of the ARISE+ Viet Nam project is inclusive economic growth and poverty reduction in Viet Nam, while the specific objective of the project is to provide technical assistance to the Vietnamese Government to maximise Viet Nam’s benefits from preferential trade regimes, with a focus on regional trade agreements and the EU-Viet Nam Free Trade Agreement (EVFTA) and the EU-Viet Nam Investment Protection Agreement (EVIPA). DAI Human Dynamics is implementing this project together with consortium partners: VCCI, Eurocham and Gopa.
ARISE + Viet Nam is implementing activity FTA 1.5. The purpose of the activity is to assist MTPD in researching and providing in-depth analysis of sectoral commitments in the EVFTA and, based on the analysis, to draft a handbook to support implementing/interpreting these measures in the Vietnamese context. Analysis should suggest important considerations for exporters, importers, services suppliers, investors, and regulators when taking advantage of the opportunities and benefits of the EVFTA, minimizing difficulties in the implementation of the EVFTA, and should give practical advice and data, such as where to find potential business partners or relevant consultants. The handbooks will also serve as a medium for sharing general knowledge of the EVFTA compared to other FTAs and specialised knowledge of commitments relevant to the fruit and footwear industry to public servants and other interested stakeholders, which will in turn allow government agencies, the Vietmamese business community, and the EU business community to take advantage of EVFTA commitments. Finally, the activity will also support promotion of the EVFTA through a series of workshops that will also raise awareness of the handbooks.
We are urgently looking for interested candidates to join our team under short-term expert positions as following:
1. Expert 1 - Trade Policy Expert
Tasks:
The following tasks will be carried out by the expert:
· Conducting the first meeting with MOIT officials and KE1 to agree on priorities and scope of work and offer suggestions
· Undertake and complete research on common questions regarding both Viet Nam’s and EU’s specialised commitments and obligations for key activities and sectors
· Compile the contents of Online Handbook, drawing from existing resources as necessary, and following an outline to be agreed upon with MTPD
· Collect comments from related units in MOIT and related ministries (if any), complete and submit to MOIT for dissemination of the Handbook
· Revise and finalize the handbook by incorporating comments/suggestions received
· Design and lead seminar on the contents of the handbook
Required qualifications:
· University degree, preferably at a Master’s level in a field relevant to the assignment
· A minimum of 10 years of working experience on international trade policies
· Excellent knowledge of Vietnamese trade and investment systems and practices
· Excellent knowledge of Viet Nam’s commitments under EVFTA and other Viet Nam’s FTAs
· Demonstrable experience in analysing Viet Nam’s implementation of FTAs
· Demonstrated experience of working closely with Ministries
· Strong technical knowledge of FTA issues in the Vietnamese context
· Excellent Vietnamese speaking, writing and communications skills
· Experience in the delivery of related trade technical assistance preferred

2. Expert 2 – Trade Policy Expert (fruit and fruit-related industry)
Tasks:
The following tasks will be carried out by the expert:
· Conducting the first meeting with MOIT officials and KE1 to agree on priorities and scope of work and offer suggestions
· Undertake and complete research on provisions in the EVFTA relevant to the fruit and fruit-related sector
· Collect and analyse relevant information detailing necessary steps for Vietnamese exporters can export to the EU and benefit from the EVFTA
· Compile the contents of Online Handbook, drawing from existing resources as necessary, and following an outline to be agreed upon with MTPD
Section 1: EVFTA’s Requirements and Process for Exporting Product (ROO, C/O, etc.)
Section 2: EU’s requirements and regulations for the Import of Fruit
Section 3: Market Analysis, Suggested steps and Recommendations for the Export of Fruit to the EU market
Section 4: Information for Government Stakeholders and Recommended Government/Policy Actions
· Collect comments from related units in MOIT and related ministries (if any), complete and submit to MOIT for dissemination of the Handbook
· Revise and finalize the handbook by incorporating comments/suggestions received
Design and lead seminar on the contents of the handbook
Required Qualifications

3. Expert 3 – Trade Policy Expert (footwear industry)
Tasks
The following tasks will be carried out by the expert:
· Conducting the first meeting with MOIT officials and KE1 to agree on priorities and scope of work and offer suggestions
· Undertake and complete research on provisions in the EVFTA relevant to the footwear sector
· Collect and analyse relevant information detailing how Viet Namese exporters can export to the EU and benefit from the EVFTA
· Compile the contents of Online Handbook, drawing from existing resources as necessary, and following an outline to be agreed upon with MTPD:
Section 1: EVFTA’s Requirements and Process for Exporting Product (ROO, C/O, etc.)
Section 2: EU’s Requirements and regulations for the Import of Footwear
Section 3: Market Analysis, Suggested steps and Recommendations for exporting Footwear to EU
Section 4: Information for Government Stakeholders and Recommended Government/Policy Actions
· Collect comments from related units in MOIT and related ministries (if any), complete and submit to the Ministry for promulgation of the Handbook
· Revise and finalize the handbook by incorporating comments/suggestions received
· Design and lead seminar on the contents of the handbook
Anticipated support from KE1/ARISE+ project:
· Provide reference resources and additional information from other EU-FTA signatories and other third countries and their respective handbooks/guides as necessary
· Liaise with ARISE+ as necessary
· Provide technical backstopping as necessary
Required Qualifications
