Job Description

We are looking for an experienced consultant to evaluate written scholarship applications and deliver a concise process report according to a given framework.

Location: Vietnam or remote

Type of location: Part-time

Duration of assignment: up to 30 days during April – June 2024

Aus4Skills

The goal of Aus4Skills is to support Vietnam to access and use high level professional and technical knowledge, skills and competencies, to contribute to the country’s sustainable economic and inclusive development. The program also aims to deepen Vietnamese and Australian people-to-people and institutional links and therefore strengthen the partnership between the two countries.

Aus4Skills seeks to achieve the following three whole-of-program outcomes:

Inclusive alumni use new skills and knowledge to make positive contributions to targeted areas of Vietnam’s development;
Selected Vietnamese Government, private sector, civil organisations and other partners demonstrate organisational through improved policies, practices or performance standards in targeted areas;
Australia and Vietnam have stronger, sustainable links and partnerships in selected sectors and agencies.

Aus4Skills is managed by Tetra Tech International Development on behalf of Australia’s Department of Foreign Affairs and Trade (DFAT).

Key responsibilities

Evaluate written scholarship applications according to a given assessment framework and using DFAT’s Online Australia Awards Scholarship Information System (OASIS) where required

Provide consolidated, evaluative comments on each applicant to substantiate rankings

Deliver a recommended ranked list of eligible applicants to the Scholarships Manager

Execute professional integrity including neutrality and maintaining confidentiality during and after the nomination exercise

Provide a concise process report, including proposals to improve the ranking exercise

Selection criteria

Qualification at Master’s level or higher from a recognised university
10 to 15 years of relevant experience working in higher education with international students or international development on an education, scholarships or human resource development project
Experience assessing applications and applicants against set criteria
Experience working in a developing country, preferably in South-East Asia
Knowledge of DFATs policies related to gender and disability (desirable)
