Organisational background

Planète Enfants & Développement (PE&D) is a French Non-Governmental Organization (NGO) founded in 1984 to protect children from violence and exploitation and create conditions conducive to their wellbeing and development. PE&D is also working in Vietnam, Laos, Nepal and Burkina Faso. For 37 years, PE&D developed a holistic approach to the child’s needs by intervening on health, education, socio-economic development and fighting against gender-based violence. Its expertise lies in the creation of strong partnerships with local actors, authorities and communities.
Working in Vietnam since 1992, Planète Enfants & Développement (PE&D) is implementing projects focusing on the child, the family and the community, and pays particular attention to women and girls. The first fifteen years in Vietnam were dedicated to the ethnic minorities in Northern mountain areas, with projects focused on global child development. Since 2011, PE&D has led Family Development, vocational training and child protection programs in Ho Chi Minh City for migrants and vulnerable families. By supporting families in difficulties and raising capacity buildings of social workers and volunteers, PE&D focuses on enhancing the access to social services for poor families, improving quality education/vocational training for disadvantaged children/young people and preventing child abuse.

Project background

Since July 2021, PE&D is working with the Ho Chi Minh City Children's Rights Protection Association (HACRP) to implement the project “Support comprehensive Early Childhood Development efforts for families and communities in Ho Chi Minh City.”
The general objective is contributing to support (together with the State) children up to 6 years old to develop well physically, intellectually and spiritually ; and to have equal access to comprehensive qualitative care services in order to realize the rights of children and contribute to the development of human resources for the country. This project is implemented in 2 districts: Thu Duc and Tan Phu. The activities are:
  • Psychosocial support for children under 6 years old and their families,
  • Children clubs and parenting sessions for vulnerable parents with children under 6 years old to improve access for parents to information on how to take good care of their children to better understand their needs and know how to meet them.
  • Training of caregivers from Independent Childcare Centers to enrich their practices and skills in protecting and educating young children.

Call for application

It is in this context that PE&D is seeking the expertise of an organisation to provide a training to PE&D trainers (via a ToT model) who will train Independent Childcare Centers caregivers with sufficient knowledge and skills to provide responsive care to vulnerable children, ages from 0-6 in HCMC.
The selected organisation will work directly with PE&D and the Ho Chi Minh City Children's Rights Protection Association (HACRP), to identify plan of action that would be implemented in 2 years.

Expecting activities

  1. Provide a curriculum for the caregivers of Independent Childcare Centers approved by the Vietnamese authorities
  2. Train and coach PE&D trainers to deliver the training curriculum to 160 caregivers in HCMC
  3. Provide technical assistance and support to PE&D on the implementation and monitoring of the training of caregivers

Criteria of Selection:

  • Civil society organisations registered with the competent Vietnamese authorities
  • Long-term local presence
  • Good governance
  • At least 3 years of experience working in training of trainers in early childhood development
  • Experience in the areas of the requested activities, including support to vulnerable populations
