Summary

- The incumbent works an average of 5–10 hours outside normal business hours weekly and undertakes overnight or longer travel 4–5 times annually.
Duties
The Strategic Content and Media Specialist works under the supervision of the Public Diplomacy Officer - Press and Media (PDO/PM) or a designee of the Public Affairs Officer (PAO). This position supervises two Locally Employed (LE) Staff positions: the Press and Media Coordinator and the Community Management and Digital Production Coordinator.
Responsibilities include:
- Overseeing online public engagement through the Consulate’s digital platforms.
- Developing and tailoring strategic messages to specific audience sectors.
- Coordinating Public Diplomacy (PD) strategic planning, audience research, and program evaluation.
- Building productive relationships with media professionals.
- Leading training initiatives for staff on press and social media engagement.
- Aligning Mission-wide messaging and digital content with Embassy Hanoi’s Strategic Content Coordination team.
Qualifications and Evaluations
Requirements:
- All applicants must pass medical and security certifications.
- Start Date: Candidates must be able to begin work within 45–90 days of authorization and/or clearance.
Education Requirements:
- A university degree in communications, international relations, political science, or a local equivalent is required.
Experience:
- A minimum of four years of progressively responsible experience in public relations, communications, journalism, or similar roles in a multinational, NGO, or governmental organization.
- Experience in market research, project management, and executing campaigns using multimedia platforms.
Language Requirements:
- Fluency in English (Speaking/Reading/Writing).
- Fluency in Vietnamese (Speaking/Reading/Writing).
Job Knowledge and Skills:
- Comprehensive understanding of U.S. foreign policy, Vietnamese media institutions, and audience engagement strategies.
- Proficiency in social media, digital tools, and project management.

- Unique Conditions of Work Allowance: 7% of annual salary.
