Duties
The incumbent will work under the direct supervision of the Public Affairs Officer (PAO) or PAO designee and has no supervisory responsibilities. The incumbent will serve as the Public Diplomacy (PD) Section’s chief locally employed (LE) staff advisor on cross-cutting public engagement and strategic planning. As lead planner and Measurement and Evaluation (M&E) specialist for the PD Section, the incumbent will advise PD leadership and staff on monitoring and evaluating the effectiveness of PD strategies, tools, and resources (human, financial, and programmatic) and using results to shape future engagement. The incumbent will be responsible for directing and overseeing audience analysis research, identifying engagement opportunities, and using continuously updated data-driven analyses to inform, target, and drive public engagement. The incumbent will use advanced data analysis tools (e.g., data mining, analytics, modeling, trend analysis, and visualization) to shape PD programs and campaigns in support of U.S. policy priorities. In coordination with the PAO or PAO designee, the incumbent will provide work guidance to the Resource Coordination staff on annual budgets and spending plans; and to Strategic Content Coordination staff and Public Engagement staff on the development and integration of research, monitoring, and evaluation principles into PD programs and campaigns.
Qualifications and Evaluations
Requirements:
EXPERIENCE: At least four years of progressively responsible experience in a multilingual, multicultural, or multinational commercial or communications enterprise with public engagement, market research and impact analysis, polling, or project management as significant components of the job. Must have public affairs/marketing and project management experience. Must have strong analytical and data analysis skills, project management skills, and skills in designing and executing information, marketing, or advocacy campaigns.
JOB KNOWLEDGE: Must be/must have:

Detailed knowledge of U.S. foreign policy objectives and American interests in Vietnam is required.

Detailed knowledge of cultural, academic, and media landscapes, and the traditional and digital communication preferences of target audiences in Vietnam, is required.

Comprehensive knowledge of target audience groups including regional, demographic, ethnic, socio-economic, cultural, and linguistic factors and the influence of religious, cultural, and educational institutions in shaping attitudes is required.

Detailed knowledge of commercial marketing techniques, market (audience) analysis and analytics, M&E methodologies, program evaluation design, statistics, and customer service is required.

Knowledge of trends in regional and international communications patterns and how they affect the Vietnamese communications landscape is required.

Detailed knowledge and understanding of how to identify engagement opportunities and how to leverage them within the societal norms of each community is required.

Must have knowledge of commercial and regulatory aspects of digital marketing and advertising products and services.

Must have strong knowledge of project management and budgets, including defining project objectives, identifying and allocating financial resources, developing assessment methods, and determining and measuring outcomes.

- Fluent in Speaking/Reading/Writing English is required. (This will be tested.)
- Fluent in Speaking/Reading/Writing Vietnamese is required.
SKILLS AND ABILITIES: Must have:

Analytic skills: Must have strong analytic skills to identify and segment target audiences, understand their sensitivities, and identify the best strategic programs, tools, and content, as well as delivery means, to influence audiences in support of U.S. policy objectives. Must be able to perceive the emergence of new influencers and changing preferences in information consumption; to assess the impact of evolving content formats and delivery channels; and to lead cross-section analysis to modify approaches for enhanced outcomes. Must be able to analyze Vietnamese audience trends as the basis for projecting future human resource skills and budget requirements.

Communication / Interpersonal skills: Must be able to lead PD and other Mission discussions of priority engagement, strategic PD programs, tools and content, and appropriate dissemination, to reach consensus and to recommend optimal course of action. Must have excellent customer relations and interpersonal cross-cultural communication skills, and be able to engage key Vietnamese communications, broadcast, and marketing analysts, key influencers from the private sector, academia, NGOs, and ministry officials. Must be able to tailor communications to fit formal and informal situations and different linguistic cultures. Must be able to analyze, summarize, and orally deliver reports, briefings, and correspondence in English and Vietnamese.

Management Skills: Strong management skills are required, including the ability to develop policies, procedures, and guidelines in response to changing technologies, formats, and internal Mission preferences for developing and implementing strategic PD programs; the ability to convene groups, reach consensus, and develop recommendations is required. Must be able to build strong internal and external partnerships. Must be able to manage projects and oversee budgets, schedules, and daily operations. Must have leadership and management skills to provide work guidance to colleagues and to obtain results from contractors or grantees to maintain project objectives. Must be able to develop training for PD and Mission personnel on using data to monitor and evaluate programs. Must be able to finalize agreements with partner institutions and manage their fulfillment.

Technical Skills: Detailed knowledge of and ability to use data analytics software as well as social media, digital, and mobile platforms are required. Must have excellent numerical skills to use and develop statistical analyses of audience segments and report. Good keyboarding and data entry skills, and excellent familiarity with electronic discovery tools (e.g., internet and Google analytics), and standard information retrieval practices and procedures are required. Must be able to use Microsoft Office and databases, and reporting tools.

Availability: Must be available to travel throughout Vietnam and/or overseas to support the projects and activities.

Benefits
Locally Employed Staff working at the U.S. Mission in Vietnam will receive the following allowances and benefits in addition to the annual basic salary listed above.1. Allowances:
- Unique Conditions of Work Allowance: 7% of Annual basic salary (subject to review every two years).
- Miscellaneous Benefits Allowance: US$1,000 per annum for FSN-09 and below, and US$3,000 per annum for FSN-10 and above.
- Tet Bonus - one-month basic salary
- Merit Based Compensation - annual salary increase based on performance
- Annual leave - 120 hours per year and the annual leave hours will increase every five years of creditable service according to local labor law
- Sick leave according to local labor law
- Family leave - up to 5 days and other special leave as stipulated in the local labor law
- American and Vietnamese holidays up to 21 days per year
