SUN Project Coordinator (PC)


The Opportunity

SUN Project Coordinator (PC) is the budget holder, to be responsible for overall project planning, implementation, coordination and management of the Scaling Up Nutrition (SUN) Movement Pooled Fund Project in Hanoi and Hai Phong. S/he works under the direct supervision of the Health and Nutrition Program Manager, and in close coordination with donors, SC Members, project team and local partners to ensure timely, effective, efficient and cost-sensitive operations of the project.

Key Responsibilities

1. Project management (planning, implementation and monitoring)

  • Oversee the management of the Scaling Up Nutrition (SUN) Movement Pooled Fund Project
  • Directly manage the sub-grant agreements of partners to ensure effective project implementation;
  • Provide support and supervision to partners to ensure quality, participatory, effective, efficient and cost-sensitive planning, implementation, monitoring/ reviewing, reporting and evaluation processes of the project activities in the project areas, with and by partners;
  • Develop Project Detailed Implementation Plan (DIP), Budget Phasing, Procurement Plan and ensure they are match to each other. Regularly review these plans and make necessary adjustments if needed.
  • Lead the Secretariat of SUN CSA Vietnam to coordinate activities of SUN CSA Vietnam
  • Coordinate with SUN CSA Vietnam members, other SUN networks at country level (SUN Government, SUN Donors, SUN Business, etc.), Global and Regional SUN CSA networks to develop a plan and conduct relevant training courses to build capacity for SUN CSA Vietnam members.
  • Work closely with National Institute of Nutrition (NIN), Vietnam General Confederation of Labour, other SUN CSA members to develop technical guidelines on seting up lactation room at workplaces and breastfeeding for female workers
  • Liaise and manage relationships and contacts with key project partners including SUN CSA Vietnam, other SUN networks, provincial government agencies and local partners;
  • Collate reports from project partners, MEAL officer and produce the regular internal and external reports as well as project updates for submission to senior managers.
  • Actively participate and provide inputs for developing new proposals and program strategies for SUN CSA and H&N program

2. Finance Management and Budget control

  • Ensure the effective and efficient use of all Save the Children resources in order to keep cost-efficiency of the actions;
  • Manage project budgets including developing, reviewing, cash forecast, and phasing budgets;
  • Reviewing monthly financial reports and listing of project expenditures.
  • Monitor partners’ budgets, burn rate and advise Program Manager of any anticipated problems;
  • Facilitate the delivery of direct finance and procurement management support to implementing partners by integrating finance and procurement orientation during kick-off meetings with partners, organizing a regular finance visits and if needed organizing a finance and procurement training to partners during project implementation.
  • Ensure that SCI finance and procurement policies and procedures are strictly followed by project staff and implementing partners.

3. Staff management

  • Provide direct supervision to MEAL Officer to ensure that the project team works productively for the successful achievement of the project results;
  • Work together with other project team members to identify clear performance objectives and compentencies for the MEAL Officer including capacity building, support and motivate them to develop and implement their plans to achieve their objectives.
  • Provide direct coaching and mentoring to project staff in the implementation of project activities and facilitate their technical capacity building, when necessary.

4. Monitoring, evaluation, accountability, learning and capacity building

  • Work closely with H&N Program Manager, MEAL officer, MEAL team and relevant stakeholders to develop and implement the project MEAL system and project documentation, including baseline/ endline proposal, tools, training modules, quality benchmarks, accountability mechanisms;
  • Ensure the achievement of operational and program quality standards, KPIs;
  • Regularly monitor the implementation of the project by MEAL officer and partners to provide timely support and solution to emerging issues, and seek further guidance from relevant management members when necessary;
  • Maintain database, records for case studies, photos and other data for project planning and documentation of two project components, including capacity building for SUN CSA Vietnam members and advocacy component with Ministry of Health (MOH), General Department of Preventive Medicine (GDPM), National Institute of Nutrition (NIN) and Vietnam General Confederation of Labour (VGCL).
  • Lead development of case studies and other project materials;

5. Advocacy and Networking

  • Actively build partnership with partners and other relevant stakehoders under the SUN Movement Pooled Fund Project.
  • Participate in project meetings regularly with partners
  • Participate and Represent SC Vietnam in relevant nutrition forums or theme groups both locally and internationally and within SCI.
  • Establish and maintain network with other SUN CSA members, other SUN networks at the country level, the SUN Civil Society Network (CSN), the SUN Secretariat and other networks of the SUN Movement at the global and regional level to establish synergy and alliance for any advocacy initiaitves
  • Establish coordination and maintain strong relationship with MOH, GDPM, NIN and VGCL, etc are in line with government priorities and fully supported by government
  • Identifying appropriate member organizations for participation in SUN CSA Vietnam activities through a transparent process under the direct leadership of the CG.
