Duties
Incumbent of this position will supervise the Housing & Realty team in the General Services Office of the U.S. Embassy Hanoi. The incumbent will be responsible for managing post’s real property portfolio including both non-residential and residential property, maintaining contacts and knowledge of the real estate market and exercising good management skills to do so effectively. The incumbent will be also responsible for locating and negotiating leases for all Embassy non-residential and residential property including office and other operational spaces pursuant to U.S. and local contracting law, practices and guidelines. The incumbent will independently act on all requests received to match operational needs with available options in the local market and coordinate all leasing activities with other sections and make recommendations to the higher-level officers on new leases, renegotiations, and pre-assignment housing. The incumbent will be a primary point of contact in all matters related to leased properties. The incumbent will provide housing regulation and local real estate advice in all matters related to leasing, based on existing legislation, practices and legal procedures.
The incumbent will serve as the designated liaison for the Embassy on all real estate related matters for both non-residential and residential property. This includes with real estate brokers, agents, property appraisers, property management companies, and landlords. In addition, the position will interface as the designated liaison on behalf of the General Services Office with the host government on all real property related issues.
The incumbent will be responsible for the enforcement and/or execution of all lease contract terms as well as the resolution of legal controversies related to lease contracts and real estate matters.
Requirements:
Experience: At least three (3) years of progressively responsible experience in the areas of real estate management, negotiations and contracting, hospitality management or facility management is required.Job knowledge:Must have:
- General knowledge of Vietnam real estate laws, regulations, and procedures.
- Knowledge of principles of negotiation as they relate to residential leasing and contracting.
Evaluations:
Language:- Fluent in Speaking/Reading/Writing English is required. (This will be tested.)
- Fluent in Speaking/Reading/Writing Vietnamese is required.
Skills and abilities:Must/must have:
- Good public relations, oral, and written communications skills that include customer service to develop and maintain effective, sustainable working relationships with outside landlords and realtors for purposes of coordinating a successful housing program.
- Strong organizational skills are required to operate independently with limited direct supervision of day-to-day activities and to lead a results-driven make-ready program.
- Tact in dealing with residents on housing issues and persuasiveness in dealing with landlords on lease contracts and issues.
- Ability to interpret and apply housing policies and regulations.
- Ability to negotiate real estate contracts.
- Excellent overall computer skills.
- Numerical skills for manipulating and reporting housing data.
- Skills in conflict resolution and negotiation.
- Ability to collect and analyze information from a variety of contacts and sources to provide a complete picture of the non-residential and residential market at post.
- Ability to handle a variety of tasks independently, simultaneously, and to work under pressure and meet deadlines.
- Ability to negotiate complex real estate leases.
Qualifications: All applicants under consideration will be required to pass medical and security certifications.Agency Benefits: Locally Employed Staff working at the U.S. Mission in Vietnam will receive the following allowances and benefits in addition to the annual basic salary listed above.Benefits
1. Allowances:
- Unique Conditions of Work Allowance: 7% of Annual basic salary (subject to review every two years).
- Miscellaneous Benefits Allowance: US$1,000 per annum for FSN-09 and below, and US$3,000 per annum for FSN-10 and above.
2. Benefits
- Tet Bonus - one-month basic salary
- Merit Based Compensation - annual salary increase based on performance
- Annual leave - 120 hours per year and the annual leave hours will increase every five years of creditable service according to local labor law
- Sick leave according to local labor law
- Family leave - up to 5 days and other special leave as stipulated in the local labor law
- American and Vietnamese holidays up to 21 days per year
