Mission and objectives
The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. Context

There is growing evidence that investing in the health, education and protection of a society’s most disadvantaged citizens — addressing inequity — not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries. This is why the focus on equity is so vital. It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.
The Supply and Logistics officer provides technical and operational support and is responsible for managing the supply chains of a small sized country office, or elements of the supply chains of a larger supply operation. The supply chain operations include planning, procurement, contracting, customs clearance, warehousing, in country transport and distribution, as well as monitoring of supplies, services and construction works. The incumbent supports management collaboration with programmes in defining supply interventions to meet programmatic needs and achieve results for children, and provides technical and advisory support to governments, national systems and partners on supply chain management.
Task description
Within the delegated authority and under the supervision of the Supply Team Lead or his/her designated mandated representative(s), the UNV Supply and Logistics Officer will:
- Annual Supply Planning and Management: support the coordination with programmes to consolidate demands; review, verify and elaborate the plans; propose procurement strategies for high-value and emergency plans; analyze and submit to the management the consolidated plan for advice then submit the plan to Regional Office; develop Tender Calendar of the year; send reminders to programmes for timely start procurement process.
- Emergency responses: support the development of the Supply and Logistics Strategy for Emergency and the Minimum Preparedness Standards-Supply Plan to update on EPP (Emergency Preparedness and Planning) platform; participate in Emergency Management Team meetings to consolidate needs and propose strategies for immediate responses; coordinate with Regional Office/Supply Division/other UN agencies/Long Term Agreements and potential suppliers to execute the required procurement.
- Supply chain service delivery: support the implementation and monitoring of procurement plans; follow up with Supply Division on offshore deliveries and facilitate customs clearance.
- Reporting and Monitoring: support the analysis of the supply dashboards, implementation rates of key performance indicators and supply information/data from various systems and conduct root cause analysis of supply chain bottlenecks and challenges, with a view to drive improvements and ensure efficient and effective supply chains for children; monitor contract closures to timely remind programmes for immediate actions.
- Innovations, products, markets: Contribute to pilots and support the actual roll-out of new products and services, in close collaboration with supervisor and Supply Division; further to analysis of supply spend and related procurement strategies, support initiatives to ensure local market development where relevant.
- Any other related tasks as may be required or assigned by the supervisor.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
- Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
- Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/expected outputs:
- As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including: - To successfully plan, manage and oversee the effective and efficient supply chain management of goods and services for UNICEF programmes and the Government, directly impact on program goals and results for children. - To contribute to maintaining/enhancing the credibility of UNICEF as an effective and responsible manager of funds entrusted to the organization and to furthering UNICEF image as a competent organization for delivering cost effective and sustainable program results for children.
- Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
- A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed
Required experience
3 years of experience in supply, logistics, procurement, contracting, administration, or other relevant programmes;
- Experience in emergency context is an asset, as is experience working in the UN or other international development organization;
- Excellent oral and written skills; excellent drafting, formulation, analysis and reporting skills;
- Accuracy and professionalism in document production and editing;
- Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
- Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
- Solid overall computer literacy, including proficiency in various MS Office applications (especially Excel, etc.) and email/internet; familiarity with database management; and office technology equipment;
- Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
- Desirable: valid national driver’s license and proven ability to drive manual gear 4x4 over rough terrain; (if not applicable, delete)
- Sound security awareness;
- Have affinity with or interest in volunteerism as a mechanism for durable development, and the UN System.

Required education level
Bachelor degree or equivalent in a relevant area, e.g. Supply Chain Management or area related to Foreign Trade or Logistics.
