  We are looking for a passionate, driven and analytical individual with a can-do attitude to join the team in GGGI Vietnam to advance the nation’s sustainable finance policy. She/He is an excellent communicator with tact and strategy to work with a diverse range of stakeholders from government officials to private sector such as banks, non-banking financial institutions, sustainable businesses etc.   The Sustainable Finance Policy – Senior Associate, under the guidance of the Senior Green Bond Expert, will support the implementation of GGGI’s collaboration with the Ministry of Finance (MOF) on the development of green bond in Vietnam. The postholder will be required to have specific financial sector experience and understanding, especially in sustainable finance policies in Viet Nam.   The post holder, under the guidance of the Senior Green Bond Expert, will research specific policy issues in relation to green bond and propose policy enhancements. The post holder will be expected to liaise regularly with government officials (MOF, SBV, SSC etc.) as well as with relevant private sector stakeholders. He/she will have strong stakeholder engagement skills, policy analysis and strategic thinking skills. Advanced qualifications and professional experience in sustainable finance policies in Viet Nam is highly desirable.  

Country Program Overview

Since 2012, GGGI has worked with the government of Viet Nam, in the investment and planning sectors with MPI, in urban green growth with the Ministry of Construction (MOC) and on renewable energy and energy efficiency with the Ministry of Industry and Trade (MOIT). GGGI works to provide strategic policy advice as well as prioritization and development of bankable projects. GGGI and MPI have published the 2016-2020 Country Planning Framework (CPF) for Viet Nam, which confirms GGGI’s partnership with the government will focus in the urban, finance and energy sectors to enable Viet Nam to achieve its ambitious development goals in a green and inclusive way.  

PURPOSE 

The Sustainable Finance Policy - Senior Associate supports the Senior Green Bond Expert to work with the Government of Viet Nam by researching policies to identify issues and opportunities for the development of the Vietnamese green bond market and collaborating closely with the relevant government officials.

ENGAGEMENT 

The Sustainable Finance Policy - Senior Associate provides high quality research into policies to support the development of the green bond market in Viet Nam. The postholder will need to build close working relationships with Vietnamese stakeholders across government, including MOF, SSC, SBV, MPI as well as local government partners (for the development of municipal green bonds) and other relevant business partners. The postholder will also collect relevant data and metrics to support the reporting on project progress and outcomes.  

DELIVERY

In this role, the Sustainable Finance Policy - Senior Associate shall:
  • Under the guidance of the Senior Green Bond Expert will undertake research for specific outputs in relation to green bond market in Vietnam and other sustainable finance topics
  • Monitors their own project outputs to ensure work is being delivered on schedule and within the project parameters;
  • Support the collection of data and relevant metrics for the compilation of reporting neccesary;
  • In collaboration with the country teams, private sector and government counterparts provide technical research to GGGI and government counterparts on green bond policies;
  • Supports the development of capacity development and knowledge sharing products such as insight briefs and toolkits in the field of green bonds;
   

REQUIREMENTS

 

QUALIFICATIONS 

  • Postgraduate degree in relevant field, in Finance, Economics, Public Policy, International Development, Environmental Management, Climate Change.
  • At least four years of relevant professional experience in one of these fields: sustainable finance, capital market development (with activities on sustainability), green bond.
  • Fluency in written and spoken English and Vietnamese is required.
