GGGI’s Viet Nam country office is seeking a highly experienced sustainable landscapes professional to engage public sector, private sector, and civil society to design and support policy and investment solutions to mobilize financing for Viet Nam’s national and sub-national climate strategies in the forestry, agriculture, and land use sectors.
Reporting directly to the Viet Nam Country Representative and with a dotted line to the Head of Sustainable Landscapes in Seoul GGGI Headquarters, the Program Officer will support the execution and implementation of a global project called the Forest Finance Investment Incubator (FFII) in partnership with Conservation International (CI), as part of a cooperative agreement with the US Department of State (DOS). The Program Officer will be the focal point for the delivery of FFII in Viet Nam by identifying and engaging in country with the public sector, private sector, and civil society; supporting the development of policy action plans to remove investment barriers and financial investment plans to build a pipeline of investment opportunities; and mobilization of finance for the investment opportunities. The Program Officer will also support the Viet Nam Country Representative and FFII Project Manager with ensuring that FFII aligns with GGGI’s global strategy for sustainable landscapes and country program objectives.
The ideal candidate will have a proven track record for developing technically and commercially viable land use sector financing plans and strategies that contribute to emissions reductions by leveraging their skills and networks.
PURPOSE
ENGAGEMENT
- Support stakeholder mapping and engagement activities in country to secure the buy-in of all relevant parties (public sector, private sector, civil society) in implementing FFII, including identification of potential partnerships and synergies with existing projects
- Support mobilization of financing for investment opportunities through facilitation of discussion with investors, project sponsors, and government stakeholders
- Collaborate internally and externally with CI and DOS for project monitoring and reporting
- Build, maintain, and strengthen relationships with key project sponsors, regulators, government officials, donors, NGOs, and other stakeholders
- Support efforts to identify opportunities to mobilize resources to expand FFII’s impact and sustainability in alignment with GGGI HQ sustainable landscapes global strategy and country program objectives
- Develop action plans with stakeholders to address barriers/antecedent conditions for investment
- Monitor and follow-up on technical knowledge and expertise in a diverse range of land use themes, including: REDD+, payment for environmental services, natural capital accounting, adaptation and mitigation, climate finance, among others;
- Develop financial investment plans to build a pipeline of investment opportunities
- Facilitate efforts to mobilize investments for national climate change strategies
- Acquire relevant information/knowledge from a variety of sources in support of delivery of a good quality output
- A Bachelor’s degree in business, agriculture, forestry ,or related field
- A minimum of 5 years professional experience in supporting investment opportunities in the forest, agriculture, and land use sector
- Experience within sustainability and/or climate change in the land use sector
- Experience in working with public sector, private sector, and civil society in action plan support, capacity building, training and policy development
- Experience managing a variety of stakeholders, including internal, external, donors, and consultants
- Project delivery experience, including managing the delivery of results on time and on budget
- Proficient in English (written and verbal abilities)
- Experience designing and implementing agriculture, forestry, and land-use, as well as community-based and participatory development (PD) projects is desirable
- Understands and actively supports GGGI's mission, vision, and values
- Outstanding stakeholder engagement, client relationship, communication, teamwork, and consensus building
- Work effectively with other teams of a high degree of cultural and professional diversity
