BACKGROUND:
Friends for International Tuberculosis Relief (FIT) is a registered non-profit organization working in the field of tuberculosis (TB) prevention and care service delivery, technical assistance, advocacy and research.FIT is a young, dynamic and growing organization. We now have office-based staff working across five cities in Viet Nam. FIT work in close collaboration with Provincial and National TB Programs and other in-country partners to implement projects funded by the European Union’s Horizon 2020 program, the Stop TB Partnership’s TB REACH initiative, Centers for Disease Control and Prevention, UNITAID and Johnson & Johnson. We have also had multiple active research partnerships, including with the Liverpool School of Tropical Medicine in the UK, the Karolinska Institutet in Sweden, the KNCV Tuberculosis Foundation in the Netherlands, and Ceres Nanosciences and SureAdhere Mobile Technology in the United States. FIT staff have supported the implementation of other TB programs in South and Southeast Asia, and represented Viet Nam at multiple regional and international forums on TB technical assistance.In collaboration with the National TB Control Program (NTP) and other local and international partners, we are building a comprehensive Search-Treat-Prevent TB program across seven cities in Viet Nam (Ha Noi, Hai Phong, Da Nang, Quang Nam, Quang Ngai, Ho Chi Minh and Can Tho). In the short term, we are aiming to 1) increase TB detection and treatment in key populations, such as household contacts, children and people visiting private healthcare providers; 2) provide social support and adherence monitoring options to improve TB treatment outcomes; and 3) scale up TB infection screening and treatment services. As part of this program, we are intensively engaging healthcare providers outside of the NTP network who are providing TB services. We are working to improve transparency and the quality of care for TB treatment in these non-NTP healthcare providers.

MAIN DUTIES AND RESPONSIBILITIES:
Programmatic management- Supervision of all in-country projects for the successful achievement of financial and operational targets;
- Provide technical support to project managers and staff in the implementation of project activities and management of counselors and other field staff;
- Evaluate program performance via qualitative/quantitative evaluation criteria and scorecards;
- Periodically perform field visits for quality control of adherence to project guidelines and SOPs;
- Provide regular status update to supervisors and other key project stakeholders;
- Provide technical support on other TB-related program activities;
- Provide regular status update to key project stakeholders and sponsors.
- Engage in fundraising and dissemination activities for FIT VN;
- Contribute to fundraising and resource mobilization efforts;
- Develop research/project ideas for development, submission and follow-up of grant proposals;
- Provide technical assistance in the development of protocols and SOPs for submission to IRB and ethical review boards;
- Support dissemination through data analysis, write-up and presentation of results.
- Ensure strong relationships and transparent interaction with domestic and international stakeholders;
- Serve as FIT’s representative to relevant government agencies, in-country international technical agencies and other participating organizations at key stakeholder meetings;
- Create and review reports (Vietnamese or English) and other project deliverables to external stakeholders;
- Facilitate and accompany, if possible, project site visits by external parties;
- Ensure effective, timely responses to key stakeholder inquiries and concerns.
- Ensure expenditure control and resource disbursement are in accordance with project budgets;
- Lead procurement of devices and consumables for implementation of project activities;
- Coordinate with the Finance & Accounting (F&A) department and administration to monitor project budgets based on generally accepted accounting principles, guidelines and sponsor requirements;
- Coordination with F&A to facilitate internal and external audit as per donor requirements.
- Recruit qualified candidates for open senior manager and other middle management positions;
- Support training and capacity building of new staff in relation to procedures specific to donors, projects and organizational guidelines and regulations;
- Coordinate with F&A to calculate incentives and ensure accurate and timely payroll payments.
REQUIRED EXPERIENCE/SKILLS :
- A master's degree or higher in public health, medicine, or related fields
- Minimum 8 years of experience in public health, including at least 5 years of experience in TB in a development organization.
- Proven experience in health projects management and implementation, including 2-3 years in a senior management position
- Demonstrated experience in managing complex activities involving coordination with multiple program partners including international funding agencies
- Excellent working knowledge of written and spoken English;
- Detail oriented with exacting standards to maintain accuracy and impartiality in all work products;
- Good attitude, self-motivated, and ability to work well individually as well as in teams
- Highly motivated, willing to learn, service-oriented and able to work under high pressure and within a limited time frame.
- Strong computer skills, including familiarity and comfort with using Microsoft Word, PowerPoint and Excel;
