Vietnamese lessons for Mr. Matthias Neumeyer

1.    Background / Context

2.    General background of the TVET Programme

The joint Vietnamese-German technical cooperation programme “Reform of Technical Vocational Education and Training in Viet Nam II” (TVET Programme) aims to better align TVET in Viet Nam to the changing world of work. It is funded by the German Ministry of Economic Cooperation and Development (Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung, BMZ) with counterpart funds from the Vietnamese Government. The implementing agencies are the GIZ and the Directorate of Vocational Education and Training (DVET) under the Ministry of Labour, Invalids and Social Affairs (MoLISA). In order to reach the project’s objective, three main outputs have to be achieved:

  • Output 1: State actors, TVET staff, TVET institutes and the business sector are interconnected
  • Output 2: The regulatory framework of TVET is aligned to the requirements of the changing world of work
  • Output 3: The concept of High-Quality TVET institutes is successfully implemented in selected TVET institutes.

Thereby, the TVET Programme contributes to the improvement of the supply of demand-orientated qualified workforce in Viet Nam.

Bac Ninh College of Industry, located in Bac Ninh City, is a vocational college under Bac Ninh Provincial People’s Committee, focusing on providing initial and further training to meet the labour demands of the industry in Bac Ninh Province and neighbouring areas.

By mutual agreement, GIZ have assigned one development advisor (DA)- Mr. Matthias Neumeyer to support the local partner organisation (Bac Ninh College of Industry) in the development towards a high-quality college. Development advisor has been working at Bac Ninh College of Industry since September 2020.

3.    Objectives

In order to support Development Advisors to better integrate into the new work and to better handle his daily communication with the local people, Programme “Reform of TVET in Vietnam” arrange Vietnamese lessons for Mr. Matthias Neumeyer.

4. Tasks & responsibilities of service provider

The assignment is expected to be performed by 1 expert(s).

  • The service provider is expected to perform the following tasks during the consultancy:
  • Teaching basic Vietnamese language for daily communication, with focus on spoken language to Mr. Matthias Neumeyer
  • Advising him on socio-linguistic aspect of language use for successful communication.

Expected methodology: learning -centred, task-based with authentic learning materials and communication tasks.

Expected travel arrangement: Not applicable. The consultant should be a local resident of Bac Ninh City.

5. Time schedule & Place

Assignment duration: 17.02 to 31.5.2021for up to 52 teaching hours. The schedule is to be arranged based on the availability of Mr. Matthias Neumeyer.

5.    Deliverables incl. Report

Up to 52 teaching hours of Vietnamese lessons are delivered to Mr. Matthias Neumeyer from 17.2.2021 to 31.5.2021.

The quality of the lessons are rated satisfactory by Mr. Matthias Neumeyer.

6. Requirements of qualification and competencies

BA in Vietnamese Language Teaching (C? nhân s? ph?m ng? v?n)

Minimum English language proficiency of B2 level (CEFR) or IELTS 6.5.

Minimum 2 years of formal language teaching experience.

7. Responsibilities of GIZ

  • Participate in briefing / debriefing
  • Assign a contact person to work with the consultancy
  • Provide information and contacts if needed
  • Monitor the contract implementation
  • Check and accept deliverables (in close consultation with partner if needed)
  • Settle payments
