Social Impact (SI) is a global development management consulting firm which provides monitoring, evaluation, strategic planning, and capacity building services to advance development effectiveness. In Vietnam, SI is implementing the USAID/Vietnam Learns program to support USAID staff and partners to implement more efficient, effective, and transparent programs. Today, SI seeks a qualified consultant to lead a new research assignment in support of the transfer of camera trapping equipment and associated tracking responsibility from one USAID contract to another.

** Priority will be given to Vietnamese citizens, but international experts with relevant experience in the area may also be considered. Candidates must speak Vietnamese and be located in Vietnam. **

Study Background

Forests play a critical role in Vietnam by protecting watersheds, preventing soil erosion, and building resilience for communities. Forests in the Annamites Range of Vietnam are home to rare and endemic species found nowhere else in the world. Unfortunately, these forests, and the species that live in them, are disappearing at an alarming rate, as nearby communities increasingly depend on these limited resources for their livelihoods. The USAID Green Annamites project supports the provinces of Thua Thien Hue and Quang Nam to protect the region’s globally significant biodiversity and help local and ethnic minority communities to diversify and improve their livelihoods.

A key part of tracking the success of the USAID Green Annamites is a camera trapping operation that seeks to gather baseline (where needed) and monitoring biodiversity data from the protected areas in ON and TT Hue provinces. Variations in data over time will provide information on the effect of poaching and logging pressures on wild populations of mammals and birds; give a general indication of the health of the forest ecosystem; and assess the longer-term conservation impact of the on-going enforcement activities. This information will be useful for the provinces' and USAID's programming.

The camera trapping has been implemented by the World Wildlife Fund (WWF) under a subcontracting mechanism, first with Management Systems International (MSI) then USAID Green Annamites. Learns anticipates taking over the contract from Green Annamites no later than September 1, 2020.

Objective

In order to ensure a smooth transition and that no delays in implementation occur, Learns seeks a consultant familiar with camera trapping and USAID contracting rules to identify challenges in previous handovers of this contract and support the drafting of a statement of work (SoW) for the upcoming contract. The consultant will then provide regular monitoring support of outputs from WWF.

Position Description

SI is seeking a team leader to provide support during the contract negotiation phase and review the outputs from the contract on an ongoing basis.

Phase 1.1: June/July 2020

  1. KII/Desk Review Report - Initial Lessons Learned & Recommendations (LoE Ceiling: eight Days)
  2. Lessons Learned Session - Present initial findings at Lessons Learned session (LoE Ceiling: one day) Lessons
  3. Learned Report – Brief written report on lessons learned event facilitated by Learns with support of Team Leader. Report should be designed in a way to support development of SoW (LoE Ceiling: one day)
  4. Contracting process (LoE Ceiling: five days):
    1. Technical SoW – Draft the proposed technical scope of work and associated deliverables working closely with Team Leader(s);
    2. Contract support - Support the SI-Contracting team on any technical related queries to help draft contract processes

Phase I.2 : August 2020 (if applicable)

  1. WWF Output Review - Review of contract deliverables (if applicable) for camera trapping and listening post results submitted by WWF with possible on site visits for:
    1. Camera trapping in Quang Nam Saola NR (25 locations)
    2. Camera trapping in Song Thanh NR (67 locations)
    3. Gibbon and Crested Argus monitoring in Bach Ma NP (10 posts)
    4. Gibbon and Crested Argus monitoring in TT Hue Saola NR (eight posts and comparison)
    5. Gibbon and Crested Argus monitoring in Quan Nam Saola NR (six posts and comparison)

Phase 2.2 : November 2020 onward

(LoE Ceiling: TBC once contract terms & needs are clarified in July/August)

  1. Technically review, make technical recommendations to WWF (if and when applicable) and recommend that deliverables be approved by the Chief of Party once deemed ready..
  2. Possible periodic site visits to monitor the Activity and associated deliverables/result

Responsibilities:

Activities the research team will be expected to conduct and deliver include:

Phase I

  • Desk review of existing literature on previous two contracts;
  • Key Informant Interviews (KIIs) and stakeholder meetings to answer questions on challenges of previous two contract transfers;
  • Prepare and present overall key lessons learned and recommendations at the lessons learned event;
  • Draft technical SoW, associated deliverables and contribute to the timely and smooth contracting process when related to wildlife monitoring technical matters;

Phase 2

  • Regular desk review and monitoring of WWF outputs on schedule agreed to with Learns and WWF;
  • Analysis and report sub1mission as per research scope and USAID guidelines;
  • Timely delivery and completion of activities as per the Timelines & Deliverables table.
  • Monitoring site visits whenever required.

Qualifications:

Team Leader

  • Experience in the area of species monitoring approaches in Vietnam;
  • Applied statistics in ecology especially in relation to occupancy modelling experience required;
  • GIS and forest cover analysis experience required;
  • Knowledge of wildlife monitoring including camera trapping and listening posts and associated familiarity with key regional implementers;
  • Advanced skills and experience conducting interviews with a wide array of stakeholders, especially in the area of landscapes and biodiversity;
  • Experience with strategic project/program design, preferred;
  • Fluency in Vietnamese, preferred;
  • Excellent writing and spoken English skills are required;
  • Bachelor’s degree or relevant work experience required; and
  • Legal degree an asset.
