Team members national consultants to develop Epi-tools (ECTAD)


Organizational Setting

 The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations. With presently 194 member states, FAO works in more than 130 countries worldwide, including Vietnam where the Organization has operated since 1978. The current Country Programming Framework (CPF) for the period of 2017‑2021 has four priority areas: (1) Increased food security with focus on alleviation of hunger, malnutrition and food safety concerns; (2) Sustainable development of the agriculture sectors, contributing to the national Green Growth and other strategies on improved natural resources management and environment protection; (3) New Rural Development and Sustainable Poverty Reduction; and (4) Enhanced resilience of communities to disasters and threats. The incumbent’s tasks will mainly contribute to the fourth priority area.

 Reporting Lines

 The incumbent will work under the overall guidance of the FAO Representative in Viet Nam, the direct supervision of ECTAD Senior Technical Coordinator of the Emergency Center for Transboundary Animal Disease (ECTAD) in Viet Nam and in close coordination with FAO ECTAD team including national consultant(s) and government partners.

Technical Focus: Information technology.

Tasks and responsibilities: Develop applications for statistical analyses (Epi-tools) in Vietnamese for the following platforms:

  • Mobile (Android, iOS, windows)
  • Website
  • Desktop (Windows, Mac, Linux)

The Epi-tools must be capable of calculating the following statistics:

  • Estimate disease frequency and risk in the populations, with different types of analysis for different epidemiological study designs
  • Diagnostic test parameters (i.e. predictive values)
  • Estimate sample size required to detect disease, estimate a mean, prevalence and for different epidemiological study designs

Develop user manual and on-line training materials and upload to the Epi-tools including:

  • Glossary of the terminology
  • Detail manual for using of the Epi-tools software
  • Software quick guide (one page summary of available command)
  • A presentation introducing the software and how to use it

Develop on-line library on directives and guidelines on animal diseases control

  • Compile electronic copies of directives and guidelines on animal diseases control and upload to the Epi-tools

Undertake other duties as required

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

 Minimum Requirements

  • Bachelor degree in computer science or related field;
  • At least 7 years of relevant and proven experience in developing applications for statistical analyses;
  • Having knowledge of veterinary epidemiology and biostatistics is an asset;
  • Woking knowledge of English;
  • National of Vietnam

 Selection Criteria

  • Experience in developing statistical applications for mobile device, website and desktop machine;
  • Candidates are requested to submit a technical proposal together with the profile. The proposal should include a technical design with detailed work plan and timeline; indicate roles of each team member with CV demonstrating relevant past experience, products, and proposed daily rates for this assignment.
  • Experience in working with Government agencies and UN organizations is an asset.
