Organizational Setting

FAO's Subregional Office for the Caribbean is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development priorities. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). It assists the FAO Representations (FAORs) in the subregion with addressing subregional food security, agriculture and rural development issues at country level. The Subregional Office is a subsidiary of FAO’s Regional Office for Latin America and the Caribbean (RLC).

Global Call Purpose

The purpose of this call is to attract global talent for the tasks of Consultant or PSA as a Policy Advisor / Innovation Specialist. A roster of non-staff, with experience in the below mentioned technical specializations, is being built for the FAO Subregional Office (Barbados). The contract can be home based with required travel for field missions.

Interested consultants based in the Caribbean are invited to submit their applications online to establish their profiles in the SLC Roster database from which they can be considered for consulting opportunities that may arise. Inclusion in the database does not guarantee a contract with SLC or other FAO units. Applications will be kept in the database for a period of two years. The specific and definitive contractual agreements related to each consultancy will be determined as appropriate to the nature of the same. These assignments do not carry any expectation or imply any right to further extension, renewal or conversion to any other appointment.

Reporting Lines

The Consultant or PSA will work under the overall technical supervision of the Sub-regional Coordinator for the Caribbean and the direct supervision of an SLC Officer, in close collaboration with the FAO Representation in the relevant country of assignment.

Technical Focus

The Consultants or PSAs will be required to provide technical advice or expertise and capacity development for (i) provision of policy advice to member countries; (ii) the design of agriculture sector strategies and roadmaps for their implementation; and iii) support for mobilization of resources.

Tasks and responsibilities

The tasks and responsibilities of each selected Consultant or PSA will be defined in the Terms of Reference for the specific assignment. In general, depending on the specific assignment, designated tasks and responsibilities will typically include a number of the following elements:

  • Contribute to the provision of substantive technical inputs to relevant studies, publications and analyses, knowledge products and dissemination materials related to SLC’s areas of work, such as guidelines, manuals, research papers, capacity building, market analysis and training materials.
  • Contribute to the provision of substantive technical inputs to relevant studies, publications and analyses, knowledge products and dissemination materials in different thematic areas covered by SLC
  • Support the collection, management and analysis of data to be used to inform and guide the Teams’ technical and policy work.
  • Provide support to the preparation and organization of consultations and technical meetings.
  • Support the establishment and management of relations with relevant institutions, networks and platforms that could help FAO leverage its messages and advance the sub-regional dialogue on various relevant issue
  • Any other duties related to SLC’s areas of work.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Agriculture, Economics, and/or Agri-business
  • Minimum of five years of relevant experience in Policy, Innovation, Economics / Value Chain, Agribusiness and Financing
  • Working knowledge (Level C) of English and limited knowledge (Level B) of either Spanish or French for Consultants. PSA requires only Working knowledge (Level C) of English.
