Background

The Center for Health Environmental Research and Development (CHERAD) is implementing the Initiative "Building a Circular Economy Model in medical plastic waste management" under the "Reducing Pollution" Project funded by the United States Agency for International Development (USAID) through Winrock International, the Ministry of Natural Resources and Environment is the managing body. The Initiative aims to reduce and sustainably manage medical plastic waste, contributing to reducing the leakage of plastic waste from medical facilities into the environment, through implementing the circular economy model with a collective impact approach.

Job Summary

In charge of work related to technical issues under the Initiative. Ensure technical accuracy in the Initiative's activities. Technical support for Model pilot units and contact, connect, and work with relevant parties, especially medical waste collection, treatment, and recycling units to implement the Initiative . Carry out tasks to support the management of the Initiative and other tasks assigned by the Center's Board of Directors to ensure the operation of the Initiative.

Responsilities

The Initiative's Technical Officer responsibilities will be as follow:
  • Technical focal point working with Hospitals implementing the Initiative's Model. Support Hospitals in solving technical problems that arise during the implementation of the Model. Report technical contents to the Board of Directors;
  • Contact, exchange and coordinate with focal points at units implementing small grants of the Pollution Reduction Project to promptly grasp implementation progress, understand the difficulties and problems of the units to come up with solutions (if necessary);
  • Contact, connect, and work with relevant parties, especially medical waste collection, treatment, and recycling units to implement the Initiative's Model and units such as associations, State management agencies, specialized technical units of the Ministry of Health and Ministry of Natural Resources and Environment;
  • Develop or act as a focal point for developing technical documents, terms of reference, and technical requirements within the framework of the Initiative; technical assistance to relevant parties in developing policies such as regulations and standards;
  • Summarize, develop and complete reports (if any) or report contents related to technical issues under the Initiative;
  • Continuously update technical content related to circular economy and medical waste management, related regulations in legal documents to propose technical options during the implementation of the Initiative;
  • Carry out other tasks assigned by the Center's Board of Directors in accordance with standard duties to achieve the goals of the Initiative.

Job Requirement

  • Have a University degree or higher in one of the fields of Environment/Health/Humanities;
  • Have at least 02 years of experience as a technical officer in projects in the fields of environment, health or climate change;
  • Have experience working with many different partners, working with domestic and international experts to carry out Project activities;
  • Experience in implementing project reports in English and Vietnamese;
  • Able to work independently and or work well in a team;
  • Good communication skill;
  • Have good health and conditions to travel to local business;
  • Teamwork skill;
  • Ability to speak, write, and translate Vietnamese and English fluently.
