Technical Officer (NCD Policy)

To strengthen multisectoral response to prevent avoidable morbidity and mortality from non-communicable diseases. Member States will be supported to operationalize multisectoral response through evidence-based technical support on appropriate governance and accountability structures as well as on developing optimal policy response. The program works with Member States to advocate and to strengthen their capacity to develop policies that may include legislations and regulatory measures, information and education campaigns and health system responses based on primary health care approaches to prevent as well as care for people with existing risk factors and NCDs.

• Provide guidance and support to countries on implementation of national commitments in the high-level UN Political Declarations
• Develop guidelines, strategies and facilitate implementation and evaluation of non-communicable disease-related multisectoral policies and plans in SEAR countries;
• Support SEAR Member States to strengthen NCD governance and accountability system, including multisectoral coordination mechanisms;
• Regularly review the implementation status of different policies across the Region and compile & disseminate the best practices on policy content as well as implementation practices with the Member States;
• Facilitate implementation of “One WHO Workplan on NCDs” especially participate and support activities of global and regional co-ordination mechanisms, including UN Interagency task force on NCD;
• Advocate for inclusion of NCD prevention and control into the national socio-economic development and investment plans and policies; and overall health system development strategy/policy/plan;
• Participate in and report, as necessary, on various NCD resolutions and progress reports to SEAR governing bodies;
• Coordinate with various technical units to monitor and report on regional flagship deliverables and indicators;
• Undertake any other duties assigned by supervisors.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2016 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
