Additional information can be found at: https://www.abtassociates.com/.   Objective:   The Local Health System Sustainability (LHSS) Project is a USAID-funded 5-year, $209 million global task order that works to strengthen health systems as a means to achieve universal health coverage and improve population health and well-being. Interventions focus on reducing financial barriers, holding health services accountable for meeting all clients’ needs, and making sure that the care patients receive meets minimum standards. USAID’s LHSS Vietnam activity (hereafter Activity) focuses on improving health financing for HIV and TB prevention and control, strengthening supply chain systems, and supporting the expansion of the Social Health Insurance (SHI) scheme to improve quality care treatment at a national scale. The Activity works collaboratively at the national level with the Government of Vietnam (GVN), particularly the Ministry of Health and the Vietnam Social Security (VSS), to support GVN efforts to increase sustainable domestic financing for health, including TB and HIV, ensure the quality of HIV care, and to seek efficiencies in health spending and procurement and supply chain management.   Working under the supervision of the Activity’s Chief of Party (COP), the Technical Specialist – Health Information Systems will play a leading role in ensuring the quality and progress of HIS-related activities within the LHSS Vietnam work plan. This position is cross-cutting and will work with all technical staff across the four objectives to coordinate and promote the project’s IT/HIS activities. Work is expected to begin in early 2023.   Key Roles and Responsibilities  
  • Work closely with Vietnam Social Security (VSS) and LHSS consultants/sub-contractors to actively participate in and monitor the progress and quality of development of the information system and deliverables to support standardized treatment guidelines and monitor claim payments based on the provider payment mechanism, including proper application of the selected M&E indicators in the development of a Diagnosis-related group system using VSS claim data and/or application of artificial intelligence (AI) in digital claims review.
  • Work with IT focal points from Vietnam Administration for HIV/AIDS Control (VAAC), the National TB Program (NTP), and with LHSS consultants/sub-contractors, technical leads, MEL lead, and relevant technical staff to closely monitor the development, testing, and implementation of a web-based tool (eLMIS, HMED) to monitor annual external and domestic financial resources for the HIV program.
  • Work with VAAC, NTP, LHSS consultants/sub-contractors, and related technical staff to recommend an appropriate technical mechanism to ensure interoperability among HIS systems, e.g., between electronic logistics management information system (eLMIS), HIV Medicine (HMED), and HIV Information (HIV-INFO) or eLMIS and Vietnam TB Information Management Electronic System (VITIMES).
  • Lead verification of source codes for HIS systems, software, and applications developed by consultants/sub-contractors to ensure they run smoothly before handing them over to government partners.
  • Work with government counterparts, project staff, IT consultants/sub-contractors, and Abt IT experts to review relevant deliverables related to HIS/IT to ensure the quality and data security in application development and implementation is in accordance with Vietnam, USAID, and Abt data security regulations.
  Preferred Qualification  
  • Bachelor’s degree (Master’s degree preferred) in IT, information systems, or another similar field.
  • At least 5 years of demonstrated IT expertise in developing and testing software and applications, information systems, and web pages.
  • Experience working closely with implementers to design health information systems.
  • Experience working on a USAID project is strongly preferred.
  • Proficient oral and written communication skills in English are preferred.
  • Proficiency with common programming languages, such as .NET (C#, VB), Java, etc.,
  • Competence in operating and developing databases (SQL server): Database Clustering, SQL Database always on, Database Scheme, SQL query, Automation Script, Data Migration, Database backup & restore, SQL Profiler
