Consultant Scope of Work

1. BACKGROUND

PATH is a global organization that works to accelerate health equity by bringing together public institutions, businesses, social enterprises, and investors to solve the world’s most pressing health challenges. With expertise in science, health, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales solutions—including vaccines, drugs, devices, diagnostics, and innovative approaches to strengthening health systems worldwide.

PATH is awarded funding from USAID to implement the USAID/PATH STEPS initiative for five years, from 2021 to 2026. The overall goal of this project is to increase market growth for private sector HIV goods and services that are capable of meeting the needs of populations facing the greatest HIV risks. In order to achieve this goal, STEPS and its partners focus on achieving outcomes linked to the following three objectives: (1) Strengthen total market for HIV commodities and services; (2) Increase operational and financial sustainability of social enterprise (SE)/private sector service providers; and (3) Improve enabling environment to support private sector HIV-related goods and services as part of a sustainable national HIV response.

As part of Objective 1, STEPS is updating and re-packaging all of its service standard operating procedures (SOPs) and health service delivery toolkits to share with partners. These tools are already available in both English and Vietnamese and require further standardization.

2. OBJECTIVES OF CONSULTANCY

Develop a package of detailed health service delivery SOPs/toolkits to support clinical service delivery and service quality improvement among implementing partners and service providers.

3. SCOPE OF WORK

The consultant will lead two key activities: 1) developing a standardized writing template for all STEPS health services tools, i.e., SOPs and service delivery toolkits; and 2) reviewing, adapting and revising and editing the current project SOP/toolkits to ensure they are standardized documents. There are currently 7 SOP/toolkits developed which cover the following key services: pre-exposure prophylaxis (PrEP), antiretroviral therapy (ART), sexually transmitted infections (STIs), mental health, noncommunicable diseases (NCDs), viral hepatitis, and transgender (TG) care. The consultant will work closely alongside STEPS communications and technical staff in preparing these products and delivering on the deliverables as outlined below.

The consultant’s payment will be delivered on a product-by-product basis.

Requirements:

  • Strong, analytical English writer and communicator that can effectively translate technical details into a clear and simple product
  • Available immediately or in very near future
  • Preferably experience working in technical areas in HIV, hepatitis, primary health care or related fields, and/or communications and knowledge management
  • Located in Vietnam or SE Asia
  • Both companies and individual consultants are eligible
