Job Description (Roles and Responsibilities)
Main purpose of role:
Regulatory Delivery (RD) International is part of the UK’s Department for Business, Energy and Industrial Strategy and leads the UK Government’s agenda on regulatory delivery. RD brings policy expertise and practical experience together to ensure regulation is delivered in ways that reduce burdens on business, save public money and properly protect citizens and communities.
RD seeks an attaché to finish delivery of its Prosperity Fund Regulatory Reform technical assistance programme (approximately £800,000 to end December 2021) in Vietnam and the Philippines. The programme supports the Governments of the Philippines and Vietnam to improve regulatory environment priorities by enhancing consistency and transparency, reducing business costs and risks. It also aims to open up new markets and create investment opportunities for British businesses, as well as providing wider support to improve regulatory efficiency, transparency, predictability and harmonisation across the ASEAN region.
This project is part of the UK’s Prosperity Fund - ASEAN Economic Reform Programme. The Prosperity Fund aims to promote economic growth in developing countries across a number of sectors, including for example Low Carbon Energy, Education and Healthcare. The Economic Reform Programme works on the business environment (e.g. regulatory reform, transparency) and financial services.
The regulatory attaché will work closely with UK Government colleagues in the region and in the UK, the Governments of the Philippines and Vietnam and businesses. The attaché will act as an advocate for regulatory reform, maintaining effective relationships with government officials and the FCDO and manage the delivery of RD’s technical assistance programme. He/she will facilitate RD interventions on a range of regulatory reform issues and oversee and coordinate input from RD experts (remotely and potentially during deployment) and local consultants.
This is a challenging and exciting opportunity to play a critical role in a high-profile and strategic development initiative in South East Asia on behalf of the UK Government.
Roles and responsibilities / what will the jobholder be expected to achieve?:
The regulatory attaché will be required to undertake the following duties and responsibilities:
- Understand the role that regulatory reform can play in economic development, pursuing identified areas for cooperation and engaging and advising government officials and business on regulatory reform.
- Planning and coordinating the delivery of RD’s technical assistance programme and overseeing UK expert/local consultant input.
- Involvement in delivery of the technical assistance, including bilateral meetings and facilitating workshops/training involving UK experts (who may be present remotely or in person)
- Coordinate reporting on the work to the ASEAN Economic Reform Prosperity Fund programme, including end-of-programme requirements.
The position requires excellent networking skills and negotiating skills, both in order to win confidence and to deliver outcomes across a wide range of Government departments and business stakeholders. The position also demands effective self-management and prioritisation. You will be expected to be flexible, resilient and able to tackle new and unexpected issues.
Essential qualifications, skills and experience
Essential on arrival:
- Ability to build relationships and credibility with senior government officials, frontline officials, other donors, HMG staff at post and business;
- Previous experience of working in an international environment and successful record of delivering results with government organisations;
- Ability to communicate confidently and persuasively in a range of situations;
- Ability to understand and adapt to regional/country context and local cultures and sensitivities; and
- Fluent in Vietnamese and good written and spoken English
Desirable qualifications, skills and experience
- Experience working on regulatory or economic/business environment reform;
- A broad knowledge of regulatory reform
- Understanding of HMG’s aims in the international context
- Broad knowledge of how UK Government works
- Relevant Project Management Qualification
