Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Introduction
UN Joint Programme.
The ILO is one of the implementing partners of the United Nations Joint Programme (UNJP) “Accelerating Viet Nam’s transition toward inclusive and adaptive social protection”. The main objective of the UNJP is to support Viet Nam in accelerating the transition towards an inclusive and adaptive social protection (SP) system by demonstrating the potential of an integrated multi-tiered family benefits system (MTSFB) using a life-cycle approach; an extended social care services system; and a modern and effective service delivery system. It will support the Government of Viet Nam (GOVN) to accelerate the achievement of the targets established under the social protection related Master Plans by expanding the coverage and efficiency of social insurance (SI) and social assistance (SA) to target groups insufficiently covered and at risk of being left behind.
From the UN side, the Project will be jointly implemented by ILO, UNICEF, UNDP and UNFPA. The Resident Coordinator’s Office will coordinate the work of the four agencies and co-chair the Steering Committee with MOLISA. ILO is the technical lead agency. ILO is also the chair of the UN’s Inclusive Growth and Social Protection Result Group.
Irish Aid
As part of the Irish Aid-ILO Partnership Programme (2017-2020), the global project “Inclusive Growth, Social Protection and Jobs” intends to promote and strengthen social protection in selected countries and foster South-South cooperation and exchange of knowledge. The project contributes to the implementation of the ILO’s Global Flagship Programme on Building Social Protection Floors for All, (SPF’s) 2016-30. Viet Nam is one of the countries supported by the ILO/Irish Aid project.
In addition, Viet Nam is one of the countries covered by the project on “Supporting the Implementation of Sustainable Social Protection Floors for the Workers and their Families in ASEAN - Phase II” (2018-2020) (ILO/Korea) and the project “Developing a New Industrial Relations Framework in respect of the ILO Declaration on Fundamental Principles and Rights at Work” (NIRF) includes a component on social protection.

The temporary Programme Manager will be responsible for managing the implementation of the Irish Aid Project, the ILO components of the UNJP, and ensure the coordination and consistency of the ILO portfolio on Social Protection (including activities implemented under ILO/Korea and NIRF). He/she will ensure that the programmes contribute to coherent ILO country intervention on social protection.
With ILO as lead agency of the UNJP, the temporary Programme Manager will also be in charge of technically coordinating the programme implementation with the Government and other participating UN Agencies. The technical coordination will be done in close collaboration with the Resident Coordinator’s Office which is in charge of the overall programme coordination.
The temporary Programme Manager will report to the Director of the ILO Country Office for Viet Nam (CO-Hanoi) with technical backstopping provided by the Senior Technical Social Protection Specialists of the Decent Work Technical Support Team in Bangkok (DWT-Bangkok).
Description of Duties
The incumbent will undertake the following tasks:
1. Ensure effective coordination, implementation, monitoring and evaluation of the Programme/Project activities, in accordance with the policies, programme strategies, programming guidelines, administrative and financial procedures of the ILO and country/action programmes and the Joint SDG Operation Guidance.
2. Manage efficiently the ILO human resources of the projects.
3. Support ILO Director as chair of the UN’s Inclusive Growth and Social Protection Result Group and coordinate technically the result group works, including the coordinating with all UN participating agencies.
4. Be responsible for the effective management and timely delivery of funds/budget assigned to ILO in the UNJP and Irish Aid Project, as well as support UN RCO in ensuring the effective management and timely delivery of the UNJP SDG funds.
5. Provide technical expertise and advice to the Programme team and when required to the stakeholders of the projects including MOLISA, social partners, other relevant government agencies and key institutions.
6. Conduct research, produce and publish technical reports, policy notes, and lead the development of communication products to raise the visibility of the Programmes.
7. Promote ILO social security policies in the related technical areas of the programmes in line with the relevant International Labour Standards.
8. Carry out other duties as may be assigned under the project.
Education
Advanced university degree in economics, social sciences, law or other relevant fields, with demonstrated expertise on social protection issues.
Experience
At least eight years’ experience at the national level or five years at the international level in providing technical advisory services in the area of social protection and managing technical cooperation projects
Languages
Excellent command of English is required including ability to draft quickly and clearly.

- Excellent written and verbal communication skills, including the ability to write accurate reports and to build networks to obtain cooperation with partners.
- Ability to maintain effectiveness when experiencing major changes in work tasks or environment, and to adjust effectively to new work structures, processes, requirements or cultures.
- The ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
- Demonstrated technical expertise to devise new methods, concepts, approaches and techniques, the ability to provide social protection policy advice.
- Demonstrated experience of working with other International Organisations.
Conditions of employment
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered.
