The Child Protection Senior Technical Advisor


The Opportunity 

The Child Protection Senior Technical Advisor, Asia/Pacific will use their in-depth contextual understanding, technical expertise, and relationship building skills to ensure best child protection outcomes for children. The post holder will lead child protection thought-leadership, technical oversight and be the critical link between Save the Children’s global and country level technical work. She/he will define and deliver on our technical offer at the regional level. The role will contribute to building capacity and fostering networks across country office technical experts and external partners in the region. The role supports regional advocacy and influencing, while driving strategic partnerships for new business development. It supports the design and implementation of monitoring and evaluation systems to demonstrate impact on children, while sharing learning across country offices, and ensuring quality of our programmes. This role includes a strong focus on external networking as well as internal coordination within the region around Integrated programming, migration and displacement, nexus programming on Child Protection, Durable Solutions and CAAFAG.

Key Responsibilities

  1. Strategy & Leadership:
  • Overall thought leadership of Child Protection work in APAC region
  • Drive Save the Children Theory of Change in the Child protection global strategy in the Asia/Pacific (APAC) region.
  • Facilitate collaboration between Save the Children members, regional teams and country offices to strengthen the CP portfolio and analysis of child protection trends in the region.
  • In collaboration with other regional colleagues, support country offices in the design of their thematic strategies (program and advocacy), ensuring alignment to Save the Children’s global thematic priorities and breakthroughs
  1. Support to Innovative Programme Design and Development:
  • Foster regional strategic partnerships for new business development, e.g. strategic positioning with donors at regional level, and positioning Save the Children as a leader in Child Protection.
  • Internally and in collaboration with external agencies, contribute to the integration of innovative models for healthy child development, strengthened child protection systems and the social service workforce particularly, at the community level, and robust violence prevention and response programming and advocacy.
  • Lead/contribute to child centered design of regional/multi-country programmes, facilitating collaboration between COs and amongst RO colleagues and ensuring high quality, coherent technical design.
  • Ensure that COs have access to and use internal and external best practice and evidence in the design of new programmes, including through common approaches.
  1. Supporting Technical Programme Quality Assurance:
  • Support regional capacity building to implement and operationalise SC’s best practice (common approaches, global standards), working with COs to contextualise theory and guidance.
  • Promote the use of SCI’s competency framework with CO staff and support the rollout of COMPAQT, the Competency based Professional Approach to Quality Training and Accreditation – Child Protection
  • Facilitate access to high quality, appropriate technical assistance by COs from across the movement, drawing on expertise from members, global thematic leadership, regional and country office expertise.
  • Ensure that programmes in country are aware of relevant global and regional thematic steers and have sufficient resources and expertise at hand to implement, build capacity, monitor, quality-assure, capture evidence and learning, and develop further in their ability to provide quality and rights-based CP interventions to children, adolescents and their families.
  • Support to CO implementation and monitoring of regional/multi-country programmes, to ensure high quality delivery, monitoring (including Quality benchmarks) and evaluation
  1. Technical Capacity Building & Mentoring
  • Facilitate regional and CO online and F2F trainings, webinars, and stretch opportunities for SC staff and partners
  • Technically support the strengthening of gender sensitive child protection systems and implementation of strong child protection prevention and response programming and advocacy.
  • Technical mentoring to CO technical colleagues to support learning and professional development.
  • Supporting recruitment, talent management and retention of CO CP technical staff.
  • Maintain an overview and seek ways to retain current and potential national staff who demonstrate strong child protection capability
  1. Evidence & Organisational Learning
  • Providing support for quality benchmark development and monitoring and supporting high-quality evaluations and research at CO level.
  • Drive oversight of participation in technical working groups & communities of practice on behalf of movement, leading regional groups where appropriate, promoting innovation and collaboration.
  • Driving regional and multi-country child protection research agendas; drawing together evidence of impact and facilitating cross-CO learning, including common approach research and learning agendas.
  • Ensure that CO and regional lessons and operational realities contribute to global level technical thought leadership, advocacy, Common Approaches & standard setting.
  1. Representation and networking
  • In collaboration with the regional team, build collaborative regional partnerships, through representation on the SE Asia Region, CP Working Group regional clusters, working groups and technical fora, in order to facilitate learning and promote child rights in regional advocacy priorities.
  • Promotes SCI’s advocacy efforts to strengthen the child protection system at community level and the setting of professional standards within the social service workforce in relevant forums g in the implementation of ASEAN’s Roadmap on Social Service Workforce Strengthening
  • Leads collaboration with other agencies at national and regional levels to scale, resource and implement strategies to protect children and challenge harmful practices.
  • Maintain oversight of the CP sector in the region, regularly sharing relevant information with Save the Children COs and members.
  • Ensure effective collaboration with other Regional Advisors and Program Managers, to maximise outcomes.
  • Contribute to relevant team meetings and planning processes, internal initiatives and reporting requirements.
