1. Background:
On 6 September 2018, the Government of Viet Nam, via the Ministry of Health, Medical Services Administration, requested support from WHO to undertake a national assessment of rehabilitation which provided important information to develop the National Strategy in the new period. WHO has undertaken this work primarily using funding support from USAID, linked to the global initiative around Rehabilitation 2030, supporting Member States to strengthen rehabilitation. This process aims at supporting the Ministry of Health and health systems, to understand, lead and implement more effective rehabilitation services for the Vietnamese people, noting health concerns related to ageing populations, the rise of noncommunicable diseases, threats from health emergencies and pandemics such as COVID-19, which are all taking place in a dynamic and rapidly transitioning economy.
On 3 June 2020, the Prime Minister issued Decision No. 753 on strengthening the leadership of Communist Party on supporting rehabilitation. MOH is requested to be focal point for the development of National Strategy of Rehabilitation period 2021-2030 with vision to 2050.
To provide technical support to MOH for the strategy development, WHO is looking for a national consultant who will lead the drafting of the national rehabilitation strategic plan and monitoring framework, with technical support from an international consultant. It is expected that the Strategic Plan and Monitoring framework reflects the results and recommendations of the national rehabilitation situation assessment (i.e. STARS) and assistive technology capacity assessment (i.e. ATA-C).
WHO will hire an international consultant to support the national consultant in Viet Nam. The international consultant is knowledgeable of the WHO tools on Rehabilitation in Health Systems: Guide for Action and is well informed of the Systematic Assessment of Rehabilitation Situation (STARS) Report in Viet Nam. The national consultant will work closely with the international consultant all throughout the process of developing and finalising the strategic plan and monitoring and evaluation framework.

Method(s) to carry out the activity
In close collaboration with the Viet Nam Ministry of Health and international consultant and under the supervision of HLE/UHC Unit in the WHO Viet Nam Country Office, the consultant will undertake the development of a Rehabilitation Strategic Plan and Monitoring Framework.
Output/s and Deliverables
Output 1: Preparation for Strategic Planning
Deliverable 1.1: Planning questions for rehabilitation strategic planning completed, including clarification of costing of the plan and final endorsement processes.
Deliverable 1.2: Coordinate confirmation of the concept note for strategic planning (i.e. timelines, roles, responsibilities and availability of resources) drafted and confirmed by the MOH and Technical Working Group.
Output 2: Identification of priorities and produce first draft of plan
Deliverable 2.1: Participate in the meeting with MOH and other stakeholders to
confirm identified priorities, draft objectives and actions and identify pportunities for resource mobilization.
Deliverable 2.2: First draft of national strategic plan completed and sent to
international consultant for validation.
Deliverable 2.3: Coordinate with WHO translation of first draft and send to MOH for confirmation.
Output 3: Consult, revise, finalize and completion of costing plan
Deliverable 3.1: Participate in and support MOH on facilitating of the consultation
meetings on draft strategic plan and obtain feedback.
Deliverable 3.2: Revised strategic plan based on feedback from country stakeholder consultations.
Deliverable 3.3: Strategic Plan finalized and costing of the plan completed.
Output 4: Develop monitoring framework with indicators, baselines and targets
Deliverable 4.1: Planning for monitoring framework completed, contributors
identified (i.e. identify people to be engaged in development of monitoring
framework, results chain identified).
Deliverable 4.2: Indicators selected and data sources for indicators identified
Deliverable 4.3: Baseline, target and frequency of data collection identified.
Deliverable 4.4: Draft document on monitoring, evaluation and review process and share with international consultant for validation.
Deliverable 4.5: Oversee translation of draft monitoring and evaluation framework and share with MOH for comments.
Deliverable 4.6: Revise and finalize monitoring and evaluation framework.
4. Specific requirements
Qualifications required: Master degree in relevant areas (public health and/or
rehabilitation related areas, assistive technology, social sciences or similar)
Experience required: Minimum seven years relevant experience in health, including public health programmes and rehabilitation, and working with the UN systems or international organizations as an advantage
Skills / Technical skills and knowledge: Skills required include broad knowledge of concepts and strategies development related to rehabilitation; ability to synthesize knowledge and effectively express ideas in writing; and ability to coordinate with external partners.
Language requirements:
Native in Vietnamese
Written and spoken fluency in English is essential.
Competencies:
Teamwork, professionalism, flexibility and an understanding of working with people from diverse backgrounds
5. Place of assignment
The consultant will work on part-time basis in Ha Noi, with travel within Viet Nam for meetings and consultations, and remote working with the international consultant.
6. Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
7. Travel
The Consultant may be expected to undertake travel (mission) as part of this assignment. Any travel will follow the appropriate WHO rules and regulations for travel and be arranged by WHO.
8. Budget
