The Opportunity
The Regional Business Development Manager (RBDM) will lead on new business development support across all countries in their region by providing guidance, surge support, and capacity building on new business development, on strategic relationships with donors and partners, on actively tracking and analysing country and regional pipeline and portfolios, on capture planning for key must win new opportunities in the region, and for ensuring well-coordinated and competitive proposal management processes are used.
The RBDM will also centrally support and ensure that continuous learning is systemic across the region’s NBD community. The RBDM will actively seek to grow the region’s income for the Movement, will lead on key multi-country funding opportunities and regional consortium partnerships as required, and will support the Regional Resource Mobilisation Director in providing strategic leadership to countries on institutional specific resource mobilisation across all countries in the region. As a result, they will act as the main focal point for Country Offices in their region when it comes to institutional BD needs and capacity gaps, and is responsible for reporting on regional pipeline and portfolio analyses. In so doing, they will actively support members and countries to identify, qualify and track funding and partnership opportunities across their region in a systematic manner in line with CSPs and regional strategies.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
Key Responsibilities
Capacity Strengthening & Knowledge Management – 15%
· With guidance and support from SCI Centre PFIP team, supports CO NBD, TE, Finance, AM, PDQ staff with capacity building around business development – including organising workshops, webinars and mentoring (where relevant) for the community of practice.
· Ensure best practice ways of working by leading regional BD Communities of Practice alongside CO NBD staff and relevant Members.
· Coordinates between COs and with the RO resource mobilisation team to fill gaps in support, as necessary. When supporting on specific opportunities, links with members to access intelligence, opportunities, and skills.
· Maintains strong knowledge management systems (OneNet, Workplace, Teams, etc.) to support regional communication and continuous learning
· Supports staff within the region to adhere to Fundraising Protocol, including Directly Received opportunities.
Forming Partnerships and Relationship Management – 25%
· Proactively monitor, capture and analyse donor trends and opportunities across the Asia Pacific region (e.g. both traditional & non-traditional donors including Green Climate Fund, UN agencies, Asian Development Bank, World Bank, EU, etc.) and map the existing state of our relationships with key donors in the region.
· Lead engagement and manage the relationship of regional institutional funders (where there is no Member coverage).
· Attend external meetings with potential institutional funders, as needed, supporting workshops and leading key internal stakeholders through early conversations.
· Proactively guide and support country teams’ efforts to engage externally, build relationships, gather business intelligence, and generate new funding opportunities.
· In relation to specific opportunities, support regional and country leadership decision making to form programming consortia which strengthen both programming and resource mobilization outcomes.
Portfolio Management – 10%
• Understand and effectively report on the region’s pipeline and priority funding gaps, as agreed with CDs and regional leadership. These may include thematic/program gaps, co-financing gaps, and operational sustainability gaps.
• Proactively work with the SCI Centre Resource Mobilisation teams to drive improvement in strategic portfolio planning across the movement.
• Act as a central link between SC Members, Regional & Country offices in relation to donor partnerships, account management and engagement– providing cohesion in a complicated, multi-faceted and/or multi-country context.
Humanitarian Response – 15%
· Drive effective and joined-up business development for Category 1&2 Emergencies within the region.
· When necessary, deploy immediately to take direct leadership of first phase business development of Category 1&2 major responses as required.
· Provide sustained regional backstopping of business development over the life of the response.
Capture Planning and Opportunity Preparation – 25%
· Ensure that country and member offices collaborate effectively to gather and assess donor, partner and internal information relevant to upcoming major opportunities.
· Strengthen country office capabilities on long-term capture planning for major forthcoming funding opportunities throughout the region
· Support regional and country teams to define the staffing needs and identify team members to successfully bid for significant upcoming funding opportunities.
· Proactively address challenges that may hinder the proposal development process.
· Where there is no member coverage, produce high quality, compelling, and accurate materials to engage institutional funders and secure partnerships. These documents include concept notes, specific thematic work overviews and full proposals.
Proposal Management – 5%
· Coordinate with COs and members to prepare all necessary groundwork on multi-country or multi-regional proposal development and management. This includes assembling proposal teams (e.g. TA/TEs, PDQ, HUM, MEAL, Awards, proof reading/proposal writing etc.) for multi-country opportunities, providing effective proposal management at regional level and undertakes quality assurance of donor proposals to ensure high quality competitive proposals in order to successfully secure institutional donor funds at scale.
Design Coordination – 5%
· Strengthen regional capabilities to facilitate effective (in-person and COVID-adapted online) proposal design workshops, and undertake design workshop facilitation when called on to do so, including developing workplans and lessons learned.
