Summary of Duties:

Reporting to the Managing Director-British Columbia ASEAN Office, the position is required to help develop and implement strategies to increase British Columbia exports to Vietnam.
The Commercial Officer is also assigned business sectors and provides business services and advice to companies from British Columbia active in those sectors. The Commercial Officer also refers business opportunities in Vietnam to British Columbia clients.
The Commercial Officer builds and maintains a network of local business contacts, develops business plans for assigned sectors, plans and delivers events or other activities that promote British Columbia’s trade and investment priorities, (for example, organizing delegations of British Columbia companies to tradeshows and business matchmaking in Vietnam), manages budgets, supports administrative activities as directed and meets performance targets and outcomes.
The Commercial Officer also acquires knowledge about the commercial and economic characteristics of the market in Vietnam in their assigned sectors, which includes knowledge of: activities and interests of Vietnamese companies; products, services and technology; business trends; regulations and government priorities; business processes and procedures; and import patterns.

Area of Selection:

This position is open to candidates who hold documentation allowing them to work in Vietnam without restriction, who meet the essential qualifications, and whose applications are received by the closing date and time.

ESSENTIAL QUALIFICATIONS

Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.
Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.

Education:
Candidates will be required to provide proof of the completion of their education.
  • Bachelor’s degree from a recognized university or a combination of education and work experience.
Language:
  • High proficiency in English communication, both written and spoken.
  • High proficiency in Vietnamese, both written and spoken.
Experience:
A minimum of two (2) years experience in the following:
  • Experience in international business development, or foreign direct investment attraction;
  • Experience managing client and stakeholder relationships and in providing business service support to customers/ clients;
  • Experience in project management;
  • Experience supporting or coordinating major trade shows and MICE events in Vietnam
  • Experience in providing strategic advice, briefings, and written reports to management and/or clients on international business issues.
  • Experience working with foreign companies
  • Experience supporting trade missions or foreign delegations
  • Experience working as part of a trade and investment team and contributing to team objectives and outcomes.

RATED REQUIREMENTS

The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre-recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.
Knowledge:
  • Knowledge of the factors that influence international business success;
  • Knowledge of business trends and recent developments in Vietnam and ASEAN;
  • Knowledge of major trade shows in Vietnam;
  • Knowledge of bi-lateral trade and investment flows between Canada and Vietnam;
  • Knowledge of the import/export requirements of Canada and Vietnam.

Abilities:

  • Experience in developing, planning and coordinating international trade shows and business missions.
  • Establish and sustain a network of relationships beneficial to businesses and citizens of British Columbia.
  • Critical thinking, conduct research, analyze information and provide strategic advice.
  • Manage multiple priorities with tight deadlines.
  • Scheduling, administration and logistics planning for visiting trade missions and delegations.

Asset Qualifications:

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
  • A minimum of five years’ experience in international business development or foreign direct investment attraction.
  • Knowledge and experience supporting Canadian exports to Vietnam and Southeast Asia, including via trade shows, business events, introductions or administration of trade missions.

Operational Requirements:

  • Must be willing to travel internationally; and
  • Must be available for occasional duties outside normal working hours (i.e. evenings and weekends).

Conditions of Employment:

Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the employment while being the incumbent of this position.
  • Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period. Please note that the Consulate General of Canada does not sponsor any work permit applications to the Ministry of Labour, War Invalids and Social Affairs (MoLISA).
  • Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.
  • Other conditions of employment: Ability to obtain and maintain a valid passport and visa for international travel and/or travel to Canada.
