Recruitment of trainers for the training workshop “Policy analysis: Experience and Practice”
I. Introduction
The “Civil Society Space” project funded by European Union and Oxfam in Vietnam supports 7 coalitions and networks including Coalition for Clean Water, Coalition on Agriculture and Farmer’s Welfare, Forest Land Coalition, Mining Coalition, the Budget Transparency Coalition, People’s Action for Health Equity, and the M.net migrant workers’ rights network focusing on capacity building and developing space for civil society organizations in policy research and advocacy. Since 2010, Those organizations have practiced on policy advocacy in the fields of water, mining, forest, migrant workers, budgets, etc. Nevertheless, with policy changes in Vietnam’s current social-economic political context, policy advocacy should be improved in terms of knowledge, skills, experience, lessons learned and practicing. Oxfam in Vietnam and Coalition of Clean Water propose to organize “Policy Analysis: Experience and Practice” training workshop on October 2019.
II. Objectives
The training workshop aims to help participants to acquire knowledge and skills of policy analysis in the current context of Vietnam and improve the quality of their policy analyses by letting them practice policy analysis in their working fields.
With the objectives above, the training workshop encourages trainers to provide the following contents:
- Update on the world’s social-economic political context as well as Vietnam’s
- Changes in the orientation of policy analysis in Vietnam in the international and national contexts
- Guidelines of policy analysis process and technical tools to evaluate the effectiveness of policy analysis
- Cases study of effective policy analysis
- Practical exercises applied policy analysis in the fields of water, forest, mining, etc.
III. Methodology:
Training methods will be designed and applied by trainers after discussions with Coalition for Clean Water and Oxfam in Vietnam. However, interactive, vivid visual, and experiential learning methods are encouraged.
IV. Participants:
Participants consist of about 30 people who are members and partners of Coalition for Clean Water, Coalition on Agriculture and Farmer’s Welfare, Forest Land Coalition, Mining Coalition, the Budget Transparency Coalition, People’s Action for Health Equity, and the M.net migrant workers’ rights network. .
V. Time and Venue:
The training workshop is designed and used Vietnamese language for a maximum period of 2 days. Tentative time is from October 1st to 2nd 2019 in Hanoi.
VI. Requirements for trainers:
- Only Vietnamese trainers have had at least 5 years of experience in policy analysis in the fields of environment, migrant workers, mining,…
- Have experiences in working / cooperating with civil society organizations / NGOs practicing policy advocacy.
VII. Trainers’ duration of employment
Trainers’ total work period for this job is 5 days / 1 person for a group of 2–3 experts, including:
- Develop programs , relevant documents, lectures, and reports: 3 days
- Deliver training and instructions: 2 days
