BACKGROUNDCowater International is seeking to recruit a highly qualified Training Consultant to support the Aus4Equality|Gender Responsive Equitable Agriculture and Tourism (GREAT) Program’s upcoming training on mainstreaming GESI into GREAT partner business/projects plan.
The GREAT Program is a flagship initiative of the Australian aid program in Vietnam – it commenced in November 2017 and will run for five years (2017 to 2021). The Program is promoting women’s economic empowerment (WEE) in the ethnically diverse north-west region of Vietnam. The primary beneficiaries are women living in the provinces of Son La and Lao Cai with an overarching emphasis is placed on the inclusion of women from ethnic minority communities. The Program is partnering with approximately 50 organisations to deliver results, including private sector actors, governmental and non-governmental organisations, and research institutions.
The objectives of the Aus4Equality|GREAT Program are:

Objective 1 – Empowering local women: Women living in local communities have increased capacity, space and choices to beneficially engage with agriculture and tourism businesses.

Objective 2 – Inclusive businesses partnerships: Selected private sector actors within the agriculture and tourism sectors innovate to profitably and sustainably trade with more women entrepreneurs and operate in gender sensitive ways.

Objective 3 – Improving sector governance and policy: Government agencies reinforce policies, and enact plans, regulations and services that enable more inclusive socio-economic development.
SUMMARY OF POSITION
The Consultant will work closely with the Program’s Gender Specialist to study GREAT’s GESI approaches, finalize the training program, prepare trainingmaterials and provide 4 training sessions in the project provinces. Each training session will be one day and includeparticipants GREAT partners (business, goverment organisations, institutions and NGOs), along with from the GREAT team and members of the provincial Project Management Units.
The Training Consultant will help ensure that participants engage meaningfully in the training, and by the end of the training, GREAT partners will:

Have an improved knowledge on basic concepts of gender equality; six dimensions of WEE and benefit of mainstreaming WEE in business

Have an improved knowledge on GREAT’s GESI approaches and guidelines for mainstreaming GESI in GREAT’s partners projects/supply chains
-
Be able to start identifying the project/business’ issues through a gender and culture lens
-
Have an improved knowledge on gender issues due to impact of COVID-19 and how-to respond
-
Be able to better mainstream GESI in Partner’s Business/Project Plan.
SPECIFIC TASKS

Work with GREAT’s Gender Specialist to prepare a pre-training questionnaire for participants and prepare the summary report

Develop the training program and materials, and work with GREAT to finalise
-
Provide 4 one-day training sessions for GREAT partners in Ha Noi, Son La and Lao Cai
-
Provide a brief report on key findings and recommendations to GREAT
DELIVERABLES

Final training program and materials

Facilitate the 4 one-day training session (one in HN, one in Son La and two in Lao Cai)

Brief report on results of the training.
REQUIREMENTS
-
A minimum 15 years experience working on Gender Equality in a development context in Vietnam, including working with ethnic minorities
-
Excellent understanding of women’s economic empowerment and GESI, preferably with exposure to the agricultural and tourism sectors
-
Excellent training and participatory facilitation skills for partners with different knowledge levels
-
Excellent experience in designing and implementation communication campaign for Gender Equality and women’s economic empowerment
-
Master degree in sociology, international development or other relevant field
