About the program:
ASEAN–Australia Counter Trafficking (ASEAN-ACT) continues Australia’s long running collaboration with ASEAN and its member states to end human trafficking in our region. The program works primarily on strengthening the justice sector response to human trafficking, while developing new partnerships with allied government agencies, civil society and business. It engages all 10 ASEAN Member States in some capacity and progresses national-level programming in Cambodia, Indonesia, Lao PDR, Myanmar, the Philippines, Thailand, and Vietnam.
Program Outcomes
The overarching goal that ASEAN-ACT contributes to is that ASEAN member states have effective justice systems that provide just punishment of traffickers and protect the rights of victims. Three interrelated end-of-program outcomes (EOPOs) contribute to the achievement of this goal by 2028:
- EOPO1: ASEAN’s planning, monitoring and reporting of ACTIP implementation is increasingly effective and advances the protection of victim rights.
- EOPO2: ASEAN member state justice and related state agencies are increasingly capable of implementing their ACTIP obligations, in particular those that uphold victim rights.
- EOPO3: ASEAN member state justice and related state agencies’ policies and practices are influenced by relevant stakeholders and better aligned with ACTIP, especially in connection to victim rights obligations.
Overview
The ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC), in partnership with ASEAN-ACT, is implementing a multi-year project titled: “Capacity Enhancement of Frontline Responders in Countering Trafficking Using Victim-Centred and Gender-Sensitive approaches.” The project contributes to the implementation of ASEAN-ACT’s Equality and Inclusion (EI) and Victim Rights (VR) Strategies and is aligned with the program’s EOPOs, in particular EOPO1.
As a part of the project, ASEAN-ACT is engaging a consultant to support the design and development of training materials on victim-centred and gender-sensitive approaches for frontline responders involved in countering trafficking in persons.
Objectives
The objective of this consultancy is to develop training materials that promote the mainstreaming of victim-centred and gender-sensitive approaches into the day-to-day work of frontline trafficking responders in Southeast Asia. Frontline responders refer to law enforcers, social workers, civil society organisations and other actors that have direct contact with victims of trafficking. The consultant will be responsible for developing two sets of training materials on victim-centred and gender sensitive approaches for frontline responders (one online training for basic level, and one in-person training for advanced level). Both products should be customised for the ASEAN region. Training materials published by ACWC and/or endorsed by the ASEAN Senior Officials Meeting on Transnational Crime (SOMTC) may also be used as resources or references for further training materials. The training materials shall be made available in English and relevant national languages of ASEAN Members States.
Areas of Responsibility
At the direction of ACWC Indonesia as the lead coordinator for the project and the ASEAN-ACT Inclusion and Victim Rights Director (IVRD), the consultant will:
- Work consultatively with representatives of ACWC and ASEAN-ACT to review any existing training materials, identify any gaps and scope new training materials to be developed
- Scope the content and delivery mode of the training / and materials that is most suited for frontline responders and customised for ASEAN countries
- Design and develop two sets of training materials (online training for basic level, and in person training for the advanced level) that include a curriculum, a trainer/facilitator guides, PowerPoint presentation, resources for participants, and any other templates and tools considered necessary by the consultant
- Carry out consultations with ACWC representatives and ASEAN-ACT on the first iteration of both training materials (basic and advance levels) and incorporate feedback as appropriate
- Conduct two trial training sessions for ASEAN frontline responders to pilot test the training materials for both basic (online) and advanced levels (in person)
- Incorporate inputs and feedback gathered during the training pilot test prior to submission to ACWC and ASEAN-ACT for final review and approval
- Other duties as requested.
Expected Outputs
The Consultant is expected to deliver the following key outputs:
- Inception report containing a work plan, an outline of the training curriculum, training methodology/approaches and other complementary materials.
- Two sets of training materials that comprise of a curriculum, facilitator guide that contains step for trainers including power point presentations, resources pack for participants, etc. in English.
- PowerPoint presentations and other documents in preparation for validation workshops.
Selection Criteria
Qualifications and experience:
- At least 5 years of professional work experience in design and development of curricula, interactive training modules, and supporting materials for practitioners, including experience in designing case studies and mock scenario examples to be used for practical training
- Familiarity and experience with impactful adult and experiential learning principles, methodologies, and techniques
- Experience of interactive/innovative training approaches engaging frontline responders, including e-learning methodologies
- Demonstrable track record in conducting successful workshops and training of trainers (ToT) for relevant stakeholders working in counter-trafficking, labour migration, or other relevant social issues, especially within Southeast Asia
- Good knowledge of victim-centred and gender sensitivity approaches especially within the human trafficking context
- An excellent understanding of trafficking in persons, labour migration and related social issues within the ASEAN region
- Strong analytical, verbal, visual communications and report writing skills in English, including ability to present complex processes and concepts clearly to cross cultural audiences.
Desirable:
- Previous experience in developing training materials on counter-trafficking
- Knowledge and experience of Australian Government-funded development programs and reporting requirements
- Proficiency in an ASEAN language and experience in the region will be highly regarded
Reporting Requirements
The consultant will report directly to ACWC Indonesia as the lead coordinator for the project and ASEAN-ACT IVRD, provide regular updates and share expected delivery results for review and inputs. ACWC Indonesia and ASEAN-ACT IVRD will provide timely comments on the consultant’s work and address any request by the consultant within a reasonable timeframe.
The consultant will determine his/her final work schedule, outline and methodology at the beginning of the assignment. The work schedule will set clear deadlines for the completion of each expected deliverable.
