PROJECT INFORMATION
The Farming for Change – She Feeds the World Vietnam (SFtW) project, undertaken with the financial support of the Pepsi Foundation, is to ensure small-scale farmers in the Central Highlands of Vietnam, particularly women and ethnic minorities, have more secure and resilient livelihoods for food, nutrition, and water security. This will be achieved by enhancing farmers’ capacity to adopt sustainable agriculture practices, improving agricultural yields and productivity, and increasing women farmers’ access to and control over productive resources, including through the transformation of discriminatory social and gender norms as well as facilitating greater access to markets. The project will mobilize support from the national and local governments to influence and promote impact at scale. SFtW Vietnam is built on CARE’s global SFtW framework and CARE Vietnam’s 30 years of programming experience in rural development, women’s economic empowerment, financial inclusion, inclusive value chains, resilience building, and partnership development. The project will be implemented in three provinces in Tay Nguyen in the Central Highlands – Lam Dong, Gia Lai and Dak Lak – and is over three years, from January 2021 until December 2024 in. More than 22,000 women and men will be supported with adaptive agriculture training, market linkage, financial management and gender equality. The project will focus on working on vegetables commodity.
CARE in Vietnam is seeking a consultant to conduct the vegetable value chain assessment. The expectation of this study is detailed in the below sessions.
OBJECTIVE OF VALUE CHAIN ANALYSIS
The purpose of the study is (1) to identify opportunities for women to participate better in the targeted value chain; and (2) to inform interventions on value chain upgrade that, if implemented, will improve the sustainability of safe vegetable production and the livelihood of producers, especially small-scale female producers.
Specific objectives of the study are to:
- Describe characteristics of vegetable value chain and women’’s participation into each node of the value chains as well as their barriers and capacity building needs
- Identify elements of vegetable value chain could/should be strengthened for developing strong linkages between producers, especially female producers and market actors and for the producers to be able to capture a larger share of the gross margins (this should also include digital solutions to improve vertical and horizontal flow of communication);
- Identify and analyses key determinants affecting VCs development that promote women economic empowerment opportunities. Provide recommendations to address identified gaps and create impacts on poverty reduction and women’s empowerment
SCOPE OF WORK
The consultation will take responsibility to:
- Conduct desk review of project documents and other documents related to the study area.
- Develop a detailed the study protocol including methodology, sampling strategy, sample size, data collection tools, analysis plan, fieldwork plan, and report outlines
- Provide training for interview team before field data collection.
- Conduct fieldwork (with local collaborators) for researching in the project area in two provinces under CVN staff supervision and local partners.
- Conduct data analysis based on the discussion and approval analysis plan.
- Develop the presentation of main findings of study in powerpoint format and present for
- CVN project team and partners and get feedback/comments for the baseline report finalization.
Written narrative reports with a maximum of 15 pages and finalize the report based on inputs from CARE and partners/donnors.
METHODOLOGY
- Desk review of the project documents and local reports/documents to understand the project design and local context and situation.
- Field work: to collect and analyze data which were mentioned above, especially focus on: (i) current situation of women in local vegetable production and consumption to support them; (ii) abilities of women to participate in market-oriented vegetable production; (iii) what is the gaps of potential vegetable value chains; (iv) Other contents recommended by consultant/consultant team. Methodological tools are expected to use in this assessment.

The data collection techniques need to be participatory, gender and culturally sensitive and appropriate with key informants and beneficiaries. The study protocols should consider the COVID-19 context and outline how the assignment could adapt during implementation.
DELIVERABLES
- Study protocol with data collection tools and fieldwork plan
- Analysis plan
- All collected data and information including fieldnotes and recordings (if any)
- The presentation of key findings & recommendations
- Draft study report shared with CARE and other stakeholders for review, validation and feedback.

All deliverables will need to get final approval from CVN at least one week before operation.The study protocol, presentation on key findings are developed in Vietnamese. The narrative report must be developed in English for reviewing and finalization. The Consultant(s) need to ensure the proofreading for the final version of English report.
