The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.
CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus.
Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. Description

CHAI is seeking a Vaccine Program Manager (hereafter called “Manager”) to manage some new immunization-related initiatives.
This role offers a unique opportunity for a talented individual with strong management, information technology and public health skills to contribute meaningfully to help the National Expanded Program on Immunization (NEPI)strengthen the immunization system. The successful candidate will lead a small team working directly with government to transform the traditional in-person training curriculum into an engaging and accessible digital format, as well as to support new vaccine introduction initiatives. The successful candidate will be at the forefront of identifying and implementing cutting-edge e-learning solutions, collaborating with government partners, and ensuring the training modules are effective and user-friendly.
The position requires a high level of direct coordination and engagement with multiple stakeholders within the government, with implementation partners, and with CHAI’s global technical teams. The Manager must be a highly motivated, entrepreneurial individual with outstanding people and program management, problem-solving, analytical, information technology, and communication skills. The position will be based in Hanoi with limited travel within the country.

Main Responsibilities

Management
  • Be responsible for the strategic, technical and program management assistance to the MOH and national programs as well as coordinate CHAI’s support to help strengthen systems and achieve audacious programmatic goals on aggressive timelines
  • Foster strong relationships with government entities, partners, and other stakeholders, acting as the primary liaison for the project.
  • Lead and manage a small team of program officer(s) and consultants, ensuring clear direction, effective project delegation, and professional development.
  • Identify key impediments to the successful program execution and work with MOH to develop solutions to rapidly address these bottlenecks
  • Develop internal work plans aligned with national strategy objectives, and oversee the quality of the delivery of work by CHAI staff on regular basis, supporting as necessary to ensure high quality delivery
Strategic Vision
  • Work closely with the Country Director, Deputy Country Director, and other staff and consultants to maintain overall strategic direction of the program
  • Identify strategic areas for expansion or redirection and guide strategic planning or proposal development as needed
Program implementation
  • Lead the planning, execution, and delivery of the e-learning system development project and new vaccine introduction project, ensuring alignment with organizational goals and objectives.
  • Oversee the selection and customization of e-learning software, ensuring it meets the needs of our training curriculum and user base.
  • Coordinate with subject matter experts and technical teams to ensure content is educational, engaging, and accurately translated into e-learning formats.
  • Identify gaps and opportunities to introduce new vaccines in alignment with government goals

Qualifications

  • Bachelor’s degree plus 5 years of education, information technology, business or health-related experience including experience managing other people
  • Strong quantitative and qualitative analytical capabilities
  • Strong English communication skills, including the ability to create compelling, logical presentations, using PowerPoint and other tools, and a structured and clear oral and written communication style
  • Demonstrated ability to lead and manage projects from inception to completion, including managing budgets and timelines.
  • Advanced analytical skills and problem-solving with proven ability to develop and apply quantitative models using Excel and other tools to address specific challenges and improve working practices with a focus on outcomes
  • Excellent stakeholder management skills, with the ability to engage and collaborate with government agencies, partners, and internal teams.
  • Ability to manage numerous work streams simultaneously in high pressure situations
  • Very comfortable with information technology and common softwares such as Excel, PowerPoint, and Word
Advantages
  • Advanced degree in education, information technology, medicines, public health or business
  • Experience in programming and/or in developing e-learning systems
  • Experience living and working in Southeast Asia, or with Asian governments and institutions
  • For non-Vietnamese candidates, fluency in Vietnamese is an advantage
