Carry out a pilot project of key population-led HIV, Syphilis and HCV Testing


To support the Ministry of Health in implementation of the National Strategic Plan on HIV/AIDS Prevention and Control to end AIDS Epidemic by 2030, the potential consultant team is required to carry out a pilot project of key population-led HIV, syphilis and HCV testing including web-based HIVST and linkage to care in Nghe An province
I. Background: The national strategy plan for HIV prevention and control 2021-2030 set a goal of ending AIDS by 2030. To achieve this goal, Viet Nam must reach the target of 95-95-95 by 2030. The first 95 is critical as it is entry point for the second and third 95 targets. The Viet Nam Administration of HIV/AIDS Prevention and Control (VAAC) listed HIV testing as one of their priorities with emphasized community-led testing including self-testing. The Ministry of Health also approved national action plan on viral hepatitis prevention and control 2021-2025 with target of 50% of people living with HBV and HCV are diagnosed and 60% of those diagnosed and eligible for treatment are treated. In Viet Nam, key populations are at higher risks of HIV, HCV and syphilis infections. However, access to these diseases testing has been facing several barriers including stigma and discriminations toward key populations, inconvenient working hour, or long distance from health services. To address these issues, community-based and key population-led HIV and HCV testing is needed. Example from other provinces (e.g Can Tho) demonstrated that strong participation of key population in HIV and HCV testing services delivery significantly contribute to reaching the unreached key populations (e.g first time testers). The expected outcomes of the pilot is that key populations in Nghe An will be provided HIV, HCV and syphilis testing services by trained peer educators who are member of key populations at community-settings (e.g. coffee shops, …) including pre-test information, post-testing counselling and support lo linkage to diagnosis and treatment services. The TSA holder will also provide HIVST services through the designated website including management of he test kits orders, delivery and follow-up and  support clients to confirmatory testing, ART and PrEP services. The TSA contract partner will be given access to a website developed by WHO and VAAC for this web-based HIVST model pilot. WHO will procure test kit for the activities and provide them to the TSA contract partner.
  • WHO Viet Nam is calling for a capable team to implement a key population-led HIV, syphilis and HCV testing and linkage to care including web-based HIVST in Nghe An province as a part of WHO support to national efforts in reaching national targets.
II. Work to be performed The TSA contract partner will work independently to carry out a pilot project of key population-led HIV, syphilis and HCV testing and linkage to care including web-based HIVST in Nghe An under the overall guidance from the VAAC, Nghe An CDC and WHO Representative Office in Viet Nam with the following objectives: ☑️ Objective 1: Community-based and key population led HIV, syphilis and HCV testing and linkage to prevention and treatment services implemented in Nghe An provinces
  • Output 1.1: Developed operational procedure including linkage procedure from testing to prevention and treatment services
  • Output 1.2. Implemented community-based testing led by key populations for HIV, syphilis and HCV and linking clients to relevant services including demand creations.
☑️ Objective 2: Implement of web-based HIVST distribution and linkage to
  • Output 2.1: Conducted demand creation activities
  • Output 2.2: Managed test kits registration and delivery; provided pre-test information and post-test counselling and assist clients access to relevant prevention and treatment services.
  • Output 2.3: Organized year-end review meeting on the implementation of activity 1 and 2.
III. Specific requirements Requirements for the TSA partner: 1) Manage/lead an HIV clinic or had good working relationship with an HIV clinic providing comprehensive HIV services such as HIV counselling and testing, ART and PreP in Nghe An; 2) Part of or have strong network with key population community; 3) At least 2 years of experience in counselling, testing of HIV, Syphilis, HCV and linking service users to relevant services (e.g PrEP, MMT and ART, HCV and syphilis diagnosis and treatment); 4) At least 1 years of experiences in providing HIV online services; IV. Requirements for the project leader: 1) At least 5 years of experiences in leading public health activity including providing HIV service to key populations. 2) Proficiency in Vietnamese and basic level of English The bidder should submit the following documents:
