National consultant for combining, cleaning, analysing data and develop report for the study on preference, uptake and retention of event-driven PrEP in MSM in Can Tho city, Viet Nam
I. Background
The HIV epidemic in Viet Nam is concentrated in key populations including people who inject drugs (PWID), men who have sex with men (MSM) and female sex workers (FSWs). In the past few years, HIV prevalence has increased in the MSM population. Data from sentinel surveillance shows the HIV prevalence in MSM population increased from 2.3% in 2012 to 10.8% in 2018 while HIV prevalence in PWID populations and FSWs were decreased (Viet Nam Authority for HIV/AIDS Control). Following WHO 2019 recommendations, MOH Viet Nam updated national guidelines on HIV diagnosis and treatment in which even-driven PrEP (ED-PrEP was recommended in addition to daily PrEP. The guidelines were approved by MOH in November 2019 (Decision 5456 QD-BYT, dated 20 November 2019).
Since, ED-PrEP was recommended in the national guidelines for the first time, no operational experiences have been gained and therefore, there was little known on the preference of ED-PrEP among MSM in Viet Nam, or on the acceptability and retention of ED-PrEP among PrEP users. Thus, in 2020 202, WHO supported MOH in conducted a study in Can Tho city to better understand preference, uptake and retention of ED-PrEP and difficulties faced to inform national scale- up.
The potential consultant is requested to support WHO and VAAC in reviewing and cleaning/verifying data, conduct data analysis and develop the report. This is a part-time STC for 55 fulltime working days or equivalent.
II. Planned timelines (subject to confirmation)
- Start date: 20th April 2022
- End date: 30th October 2022
III. Work to be performed
a) Specific objectives of the consultancy activity
- To review, clean and verify the data on PrEP study
- To conduct data analysis and submit it to WHO for review and feedbacks
- Develop study report for dissemination
b) Method(s) to carry out the activity
- Work closely with WHO technical staff to understand the requirement and technical supervision
- Regular meeting with WHO technical staff during implementing the activity
- Undertake reviewing/cleaning and verifying data together with Can Tho CDC (and WHO)
- Conduct data analysis and submit to WHO for review and feedbacks
- Develop outline of the study report and seek comments from WHO and VAAC
- Develop study report based on agreed outlines and submit to WHO and VAAC for review and comments
- Finalize the report for dissemination
- Description of the tasks/process involved in carrying out the activity
Task 1: Data set generation
- Activities: Reviewing, cleaning and verifying data
- Output/s: Completed data set
Task 2: Data analysis
- Activities: Undertake data analysis and submit outputs to WHO and VAAC for review and feedbacks
- Output/s: Final outputs of data analysis
Task 3: Report development
Activities:
+ Develop outline of the study report and seek comments from WHO and VAAC
+ Develop report of the study based on agreed outline
Output/s:
+ Final report of the the study on preference, uptake and retention of event-driven PrEP in MSM in Can Tho city, Viet Nam including the Introduction, Methodology, Results.
+ Discussion and Conclusion and Recommendations.
IV. Specific requirements
a) Qualifications required: University degree on medicine or public health
b) Experience required:
- Demonstrated good experiences in data analysis and report development
- Minimum 5- year experience of doing research
- Experience working in HIV is desirable
- Good understanding on PrEP
- Experiences working with Ministry of Health and provincial CDC.
c) Skills / Technical skills and knowledge:
- Demonstrated technical capacity on data analysis
- Demonstrated proficiency in using statistical software such as STATA, SPSS.
d) Language requirements: Written and spoken fluency in both Vietnamese and English is essential.
e) Competencies:
- Excellent interpersonal and communication skills
- Ability to plan and prioritise challenging workloads
- Demonstrated ability to work as part of a team
- Fostering integration and teamwork
