National Consultant


Job Title: #036 National consultant for combining, cleaning, analysing data and develop report for HIVDR surveillance in Vietnam

1. Background:

The government of Viet Nam recently approve the National Strategy to End AIDS Epidemic by 2030. To reach this goal, the country needs to achieve the 95-95-95 targets. HIV drug resistance can be a barrier for the country to achieve the third ‘90” target.

In July 2017, WHO released Global Action Plan on HIV Drug Resistance 2017-2021 to provide countries framework for HIVDR prevention and control which will contribute to the achievement of global targets of 90-90-90 by 2020. However, not many countries achieved these targets. In the context of service decentralization and integration, differentiated care (e.g same day ART or rapid ART) and PrEP, HIVDR prevention intervention and surveillance become more important to inform national programme in deciding first line ART and improve treatment service quality.

World Health Organization (WHO) Viet Nam Country Office has been supporting implementation of Viet Nam’s Country Plan on HIV drug resistance (HIV DR) including Early Warning Indicators data collection and HIVDR surveillance. In 2020, Viet Nam Authority of HIV/AIDS Control (VAAC), Ministry of Health with support from GFATM had conduct another round of acquired HIV drug resistance ADR) in Viet Nam following WHO protocol. The data was collected by National Institute for Hygiene and Epidemiology (NIHE) and Pasteur Institute, HCMC. However, the data has not yet combined and analyzed yet.

The potential consultant is requested to support VAAC in combining data from two institutions, reviewing and cleaning/verifying data, conduct data analysis, complete the data forms and develop the report. This is a part-time STC for 75 fulltime working days or equivalent.

2. Work to be performed

a) Specific objectives of the consultancy activity

 To provide assistance to the VAAC and technical working group on Acquired HIVDR survey 2020 data review for the WHO 2021 global report and country report including:

 To conduct data analysis and submit it to the technical working group for verification and feedbacks

 Draft country report for dissemination under the guidance from the technical working group

b) Method(s) to carry out the activity

- Work closely with VAAC and national TWG on HIVDR during implementation of the activities

- Work with NIHE and PI HCMC to get the data on HIV ADR 2020

- Undertake compiling the data, reviewing/cleaning and verifying data together with NIHE and PI HCMC

- Conduct data analysis and submit to TWG for review and feedbacks

- Refer to WHO guidance and template for HIVDR data submission and

- Discuss with WHO team during implementing the activity

c) Description of the tasks/process involved in carrying out the activity

Task 1: Data set generation Activities:

 Compiling data from two institutions including reviewing and cleaning data Output/s:

 Completed data set

Task 2: Data analysis

Activities:

Undertake data analysis and complete WHO reporting forms

 Submit outputs to TWG for review and feedbacks

Output/s:

WHO data reporting forms completed, approved and submitted to WHO

Task 3: Report development

Activities:

 Develop report on the results of ADR 2020 survey

Output/s:

Final report of the 2020 HIVDR survey including the Introduction, methodology, Results. Discussion and Conclusion and recommendations.

3. Specific requirements

a. Qualifications required:

 Medical doctor with postgraduate training in infectious diseases

b. Experience required:

 Demonstrated experiences in data analysis

 Familiar with WHO guidelines on HIVDR

 Minimum 5- year experience of working in the area of HIV clinical services.

 Experiences working with Ministry of Health and national institution in Viet Nam.

c. Skills / Technical skills and knowledge:

- Advanced knowledge in HIVDR

- Familiarity with WHO recommendations related to HIVDR surveillance

- Demonstrated technical capacity on data analysis especially HIVDR

d. Language requirements:

- Written and spoken fluency in both Vietnamese and English is essential.

e. Competencies:

- Excellent interpersonal and communication skills

- Ability to plan and prioritise challenging workloads

- Demonstrated ability to work as part of a team

- Fostering integration and teamwork

6. Travel The Consultant is not expected to travel.

7. Budget
