International Communication Consultant


Call for Expressions of Interest and Proposal VN056 – International consultant to provide technical support to WHO Viet Nam in the area of communication for health (C4H) including strategic communication, risk communication and COVID-19 vaccine communication activities. 1. Background WHO Viet Nam is committed to fully leverage the power of communications as a tool for health based on the communication for health (C4H) principle. Over the past months, WHO Viet Nam has been providing strong support to ensure that strategic communication is an integral component of WHO Viet Nam’s work. WHO Viet Nam has also been supporting and closely working with the Government and partners to ensure that national counterparts continue to be prepared and proactively respond to this COVID-19 pandemic and also other public health emergencies. This includes in the area of risk communication, which at this time, more and more important, especially in the context of COVID-19 vaccine introduction, and in the overall promotion of a healthier Vietnamese society. With this in view, WHO Viet Nam is recruiting a short-term consultant under below terms of reference. 2. Planned timelines (subject to confirmation)
  • Start date: 4 January 2022
  • End date: 15 June 2022
3. Method(s) to carry out the activity The consultant will be required to report to the office of WHO Viet Nam located in Ha Noi, Viet Nam with some flexibility in staggered arrangement of work-in-office and work-from-home. The consultant will work as a member of Communication Team of WHO Representative Office in Viet Nam under the supervision from the WHO Representative in Viet Nam in close collaboration with other colleagues in the WHO country office in Viet Nam including the disease control and health emergency (DC-HE) team coordinator and universal health coverage and health lifestyle and environment (UHC-HLE) team coordinator. The consultant will be required to submit monthly reports on the progress in achieving outputs and deliverables. 4. Work to be performed 4.1/ Output 1: New MOH action plan and technical guidelines on C4H, risk communication and COVID-19 vaccination communications will be developed in line with WHO’s C4H principle technical recommendation.
  • Deliverable 1-1: Monthly progress report on technical assistance towards new communication action plans and technical guideline development
  • Deliverable 1-2: Final report on technical assistance towards new communication action plans and technical guideline development
4.2/ Output 2: Communication activities on C4H, risk communication and COVID-19 vaccination communications will be successfully organized following MOH and WHO’s communication activities calendar including media relation, WHO social medial channel management, social listening in response to COVID-19 and other health emergency event, deployment of COVID-19 vaccine and public communication campaigns (Word TB Day, World Health Day, World Malaria Day, World Immunization Week, World No Tobacco Day, World Blood Donor Dat etc)
  • Deliverable 2-1: Monthly progress report on technical assistance towards communication activities
  • Deliverable 2-2: Final report on technical assistance towards communication activities
4.3/ Output 3: Knowledge, skill, and competencies of both the national counterparts and WHO country office in Viet Nam workforces on C4H, risk communication and COVID-19 vaccination communications will be substantively improved through mentoring, advising and training provided by the consultant

  • Deliverable 3-2: Final report on capacity building support Specific requirements
- Qualifications required:
  • University degree in communications, public relations, public health or related field from a recognized institution.
  • Advanced training demonstrated in communications, public relations, media communication public health or related fields.
- Experience required:
  • At least 10 years of experience in communications or public health related field.
  • Work experience related to disease outbreaks and other public health emergencies.
  • Work experience in international organizations and NGOs, preferably on healthrelated issues.
  • Experience working with governments in Asia, especially in Viet Nam.
  • Work experience or knowledge of policy development with the government an asset.
- Skills/technical skills and knowledge:
  • Excellent written and verbal communication skills.
  • Excellent command of Microsoft Office.
  • Ability to produce simple graphics and audio-visual materials.
  • Ability to draft contents for various audiences and channels.
- Language requirements:
  • Excellent command of English; command of Vietnamese an asset.
5. Specific requirements a. Qualifications required:
  • Essential: University degree in communications, public relations, public health or related field from a recognized university.
  • Desirable: Advanced training demonstrated in communications, public relations, media communication public health or related fields.
b. Experience required:
  • Essential: Minimum of seven (7) years of experience in communications or public health related field
  • Desirable: Experience in international organizations and NGOs, preferably on health-related issues. Work experience or knowledge of policy development with the government an asset.
c. Skills and knowledge:
  • Sound knowledge of C4H principle, social listening tools and methodology
  • Ability to communicate effectively to facilitate positive changes and strategic partnerships with government officials, UN agencies, development partners, private sectors, nongovernmental organizations;
  • Ability to establish harmonious working relationships as part of a team and with other teams within the Organization;
  • Ability to adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.
d. Language requirements:
  • Written and spoken fluency in English is essential.
  • Command of Vietnamese is an asset
