Job Description

The WEE Officer provides support in the planning, implementation, and monitoring of the program/projects with a particular focus on promoting women's economic empowerment, especially social norm change activities for different target groups of the Rural program.

  • Location: Hanoi, with frequent travel to other project sites.

Main Responsibilities and Contributions

  • Work with Technical Advisors/Specialists and Portfolio Managers (PMs) to apply relevant and appropriate approaches, tools/ guidelines in project location.
  • Ensure the implementation of the project priorities in line with CVNs Rural priorities;
  • Carry out the assigned activities effectively with the guidance of relevant specialists/ advisors, with a focus on the participation of ethnic minority women;
  • Provide inputs/suggestions relevant to thematic priorities for project planning, implementation and monitoring;
  • Prepare individual work plans (including detailed activity plans, the provision of technical inputs to other interventions), and participate in teamwork planning, program planning, and other relevant planning processes (including review and approve local partners field work plan); and
  • Contribute inputs of technical areas in charge to relevant reports as required.
  • Take responsibility for implementing other relevant tasks that contribute to the program/project objectives assigned or delegated by the supervisor (e.g. implementing CBDRM, safe school, community-based small infrastructure management and operation, maintenance).

Experience and Qualifications

  • Have a relevant background and a minimum of three years of relevant experience in gender equity/ women's economic empowerment
  • Have relevant background and experience in inclusive governance and/or community behavior change communication is an advance
  • Proven experience in the project cycle, including monitoring and evaluation and finance management;
  • Demonstrated experience in following standard policies, procedures, and processes and ensuring the implementation of detailed transactions;
  • A willingness to learn about CARE, gender equality, and diversity ;
  • Demonstrated good interpersonal skills, sound judgment, planning, problem-solving; ability to work under pressure and to organize and manage workload to meet deadlines;
  • Good communication skills in Vietnamese and English; and
  • Intermediate knowledge of Microsoft Office and numeric skills.
