Background

FHI 360 is an international non-governmental organization operating in Vietnam to promote the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. We work with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to address systemic health challenges. FHI 360’s portfolio has involved addressing HIV prevention, testing, and treatment; combatting trafficking in persons; COVID-19; tuberculosis case finding and treatment; anti-microbial resistance; health system strengthening; maternal and child health and nutrition; and diagnostic and laboratory services.
We are currently seeking qualified candidates for the position of Chief of Party (COP) for the multi-year USAID Strengthening Local Health Security Activity. The goal of the USAID Vietnam Strengthening Local Health Security Activity is to strengthen Vietnam’s capacity at the sub-national levels to effectively prevent, detect, and respond to epidemic-prone emerging infectious diseases (EID) through One Health (human, animal, and environmental) approaches to achieve Global Health Security (GHS) targets for zoonotic diseases (ZD), EID surveillance and response, and risk communications and community engagement (RCCE).
Recruitment is contingent upon the successful award of the project to FHI 360 and the final USAID approval of the candidate.

Main responsibilities:

The Chief of Party (COP) will provide overall leadership and management of the project, ensuring achievement of programmatic objectives and managing financial resources, program staff, and partners’ performance. The COP will be the primary liaison with USAID and is expected to coordinate and collaborate effectively with government and other stakeholders to ensure that activities complement ongoing initiatives and adhere to country and global standards. The COP will represent FHI 360 and the project to USAID and all other stakeholders including donors, the government of Vietnam, community and non-governmental organizations, and the private sector. S/he will ensure compliance with FHI 360 policies and procedures and USG rules and regulations.
Specific responsibilities may include but are not limited to the following:
  • Lead the project team, technical and operational aspects of the project, including planning and implementation, ensuring clarity over plans and priorities, and encouraging effective teamwork
  • Provide overall project leadership, management, and technical direction while ensuring compliance with USAID requirements, U.S. government regulations, and FHI 360 policies and procedures
  • Liaise with USAID/Vietnam, local government institutions, civil society organizations, private sector and consortium partners to ensure coordination of and synergy with other activities and to achieve the goals of this activity at scale
  • Lead preparation of project deliverables, including annual work plans, quarterly and annual reports, final project reports and project activity updates, and other project-related communication and reporting materials in accordance with USAID deadlines and branding guidelines
  • Provide overall financial oversight of the budget over the life of the project
  • Collaborate with and directly act upon inputs from the compliance director to ensure continuous compliance of all consortium members with agreement/contract rules and regulations
  • Oversees a team of senior technical, operations, compliance and finance staff and ensure clear roles and responsibilities and lines of communication are maintained among the team members
  • Represent the project at regional, national and international fora, including technical and investment conferences, policy briefings, networking events, etc.
  • Provide guidance and mentoring to managers and staff to achieve project goals and develop national leadership capacity.
Experience and abilities for the position:
  • Bachelor's Degree required (Master’s degree preferred) or its international equivalent or higher in global health, human health/medicine, animal health/veterinary medicine, environmental health or other related fields
  • At least 8 years of professional experience in at least one of the following: outbreak response, One Health, infectious disease epidemiology, epidemic-prone emerging infectious diseases (EID) through One Health (human, animal, and environmental), AMR, lab sciences, EID surveillance and response, health systems strengthening, zoonotic diseases (ZD), risk communications and community engagement (RCCE).
  • Minimum of 12+ years of successful experience, or equivalent, in managing and implementing high-volume USAID and other donor-funded environment projects in complex settings preferably as Chief of Party with specific experience working with government counterparts, international donors, local organizations, and the private sector
  • Proven experience working with relevant government officials/entities to affect policy reform on global health security and experience representing projects at high levels of policy engagement at a regional level
  • Prior experience in working in Vietnam and/or knowledge of the Vietnam human health, animal health and environmental health sectors
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for the successful completion of projects.
  • Excellent oral and written communication skills in English; language capability in Vietnamese is preferred.
