Background
FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment, TB case finding and treatment, clinical research, anti-microbial resistance, health system strengthening, combatting trafficking in persons, non-communicable diseases, maternal and child health and nutrition, diagnostics and laboratory services.
The United States Agency for International Development (USAID) Support to End Tuberculosis (SET) project is a five-year project. Its overarching goal is to support the Government of Vietnam (GVN) to successfully detect, treat and prevent tuberculosis (TB), working at all levels of the health system to decentralize technical expertise. The five-year project will support the GVN in the ambitious effort to end TB by 2030, defined as reducing TB incidence by 90 percent, reducing TB mortality by 95 percent, and reducing patient catastrophic costs to zero percent. SET (2020-2025) is implemented by FHI 360 in partnership with the National TB Program (NTP) of the Vietnam National Lung Hospital and will work to achieve three objectives:
- Improve the quality of TB service delivery platforms in communities and health facilities among priority provinces;
- Improve access to comprehensive drug susceptible (DS)- and drug resistant (DR)-TB detection, treatment and prevention; and
- Advance local ownership of the TB response in priority provinces, by assisting sub-national governments to transition from donor to domestic financing using social health insurance (SHI).
We are currently seeking an international consultant to provide support in the development of client-facing project deliverables, communications, and events for the USAID Support to End TB project. The position is based in Hanoi, Vietnam.
Scope of Work
The consultant will deliver the services outlined below to the USAID Support to End TB project for approximately 40% level of effort over a 12 month period, expected from 1 September 2021 to 31 August 2022.
- Support the project leadership and collaborate with the Senior Knowledge and Management Officer to develop and implement communications (video, print, social media content) and public relations strategies
- Research, write, and edit communication materials that promote project learning and achievements, including updates to the project’s donor and other stakeholders
- Review and edit English-language presentations and materials, ensuring accuracy and clarity of messages
- Work with the technical team to ensure on-time submission of high-quality Monthly and Quarterly Progress Reports in line with donor requirements and project priorities
- Provide publicity and promotional support for the project campaigns, special events and outreach activities
- Prepare and/or solicit a variety of informational materials and knowledge products, with input from relevant technical experts as needed, including articles, bulletins, websites, pamphlets and other related material
Qualifications
Candidates should meet the following qualifications:
- Bachelor’s degree in Development, Business, Marketing, Communications, Journalism, Public Relations and/or other related fields. Master’s degree preferred.
- At least 5 years of writing, editing, and publications experience
- Prior experience working in communications, knowledge management or social and behavior change for international development projects in Vietnam is desired
- Articulate, professional and able to communicate in a clear, positive manner with clients and staff
- Work experience with US government-funded programs (especially USAID projects) will be an advantage
- Excellent oral and written communication skills in English. Some proficiency in Vietnamese is preferred
- Computer literate with strong skills in MS Office
Technical Oversight
The Consultant will report and submit deliverables to Dr. Anh Innes, USAID Support to End TB Chief of Party
Cost and Payment Schedule
Total work under this contract is for up to 104 days. The consultant will be paid at a daily rate, plus travel and accommodation costs (if required) in accordance with USAID Support to End TB project policy.
The consultant will be paid upon satisfactory completion of deliverables and upon receipt of an invoice Submission of CVs/Resumes
