Consultant for RESEARCH LEAD TO CONDUCT NATURAL FARMING RESEARCH IN VIETNAM

1. Background:
World Vision is a Christian relief and development organisation working to create lasting change in the lives of children, families and communities living in poverty. World Vision serves all people regardless of religion, race, ethnicity or gender. As a child-focused organization, World Vision’s (WV) work focuses on children, ensuring they are protected and their basic needs are met. WVV’s current strategy focuses on Nutrition, Child Protection and Sustainable Livelihoods.
World Vision International in Vietnam collaborated closely with local authorities, technical agencies, and local communities to promote natural farming from 2017 to 2019. The project achieved certain results in raising incomes of local farmers, improving living standards, improving health of participating farmers, building the momentum for developing a clean agriculture for Trieu Phong District and Vietnam as a whole, contributing to recover the ecosystem and protect the living environment.
With the purpose of scaling up and greater impact, World Vision alongside other agencies advocates to government authorities on policies on natural farming which has been implemented as a good practice in WV Vietnam.
2.Objective of the research
The main objective of this assignment is to conduct a research analysis of natural farming products in order to identify Natural farming supportive policy gaps related to Decision 885/QD-TTg and Revolution 53/NQ-CP will be documented and shared with policy makers for appropriate consideration of revisions.
3. Scope of work
Lead the research team to conduct a study of policy framework as well as good practices regarding Natural Farming (NF) within World Vision Vietnam and other organisations. The study locations include Trieu Phong District where World Vision implemented NF and at least 2 other provinces to represent for the whole country of Vietnam (location wil be determined by consultation with research partners includes GreenHub, CASRAD, STG, IPSARD and National Extension).
At the end, the research will provide appropriate recommendations for improvement of policies/ guidances related to Natural Farming in Vietnam.
4. Methodology
Consultant should propose suitable methods for the study including (but not limited to) overall design description, resources to be used, methods to be used, and stakeholders who will be gathered information from, difficulties and advantages during the survey and report.
The research lead is expected to work closely with research partners (GreenHub, CASRAD, STG, IPSARD and National Extension) during assignment.
Data collection: Use a variety of methods, such as desk study, in-depth interviews, group discussion with related stakeholders and process results with appropriate methods.
5. Deliverables

Submission of a technical and financial proposal for this assignment including a day-to-day work-plan.

Submission of a feasible and realistic outline of field surveys

A research report in in Vietnamese and English, including PowerPoint presentations

One-day workshop to be organized for presentation of report to WVV and partners.
6. Task and Time frame
The best time for this research is expected from 1st March to 30 May 2021 and final report in English shall be submitted to WVV before 15 May and Vietnamese version will be submitted 5 days after the English version report is agreed.
7. Requirements for consultants
Qualifications
The consultant should have at least a master degree in disciplines related to agro-economics, business administration, development management, value chain development, market assessment, or the like. Having knowledge about pro-poor economic development and environment will be an advantage.
Work experience
The consultant should have at least 5 years’ experience in researching related to agriculture, environment and rural development.
Facilities to be self-provided by the consultant team
The consultant team is supposed to have laptops, communication devices, and other audio-visual devices for the consultancy.
8. Budget
Meals are included in the Consultancy fee. Stationeries, accommodation and transportation expenses will be reimbursed based on actual receipts with reasonable prices.
World Vision International in Vietnam is considering price as part of the assessment criteria.
The total budget for the consultants of this service is USD 2,990.
9. Application Procedures

Technical proposal achieving all expected objectives within the mentioned timeframe (including survey methodology, framework, data collection tools, detailed work plan include field survey and quality control plan, team structure, etc.)
