Finance Cum General Affairs Officer (GNI)


Good Neighbors is an international, non-profit humanitarian organization that plans, implements and raises funds for the provision of services in child education, community development, health, sanitation, and disaster relief projects working in 42 countries.

Good Neighbors International in Vietnam (GNI) is implementing Community Development Projects (CDP) based on child sponsorship in 5 provinces: Ha Giang, Tuyen Quang, Hoa Binh, Thanh Hoa and Ho Chi Minh city. We focus on education, water & sanitation, income generation sectors in 6 different areas of Vietnam.


Job title: Finance cum General Affairs Officer (FT cum GA Officer)

Reports to: Admin Division Manager, FT Team Leader, GA-HR Team Leader, Project Manager.

Effective date: ASAP

Location: Cu Chi Dist., Ho Chi Minh city

Type of contract: Full time


Internal: Country Director, General Manager, Managers/Officers in HO, PMs, Project Officers

External: GNI’s Donors, Partners, Governmental Officials, INGOs, Communities.


1. Update, check, record figures and perform booking as assigned

  • Receive, check, review validity of vouchers and invoice.
  • Update data into book systems in software and archive in hard copy in accordance with the current financial rules of GNI.
  • Control the disbursement progress of project
  • Manage the voucher and book system according to stipulation of GNI.
  • Prepare monthly/quarterly expense report and other reports required in the project.
2. Manage cash on hand, cash in, out and payment procedures:

  • Manage cash in and out, count and check cash on hand.
  • Perform bank transaction works such as bank transfer, deposit and withdraw cash from bank account as required in the project.
  • Compare, control, make payment and consolidate expense vouchers within project scope as stipulated by GNI.
  • Track timesheet, prepare payment request and pay salary, allowance for collaborator, intern as regulated (if any)
3. Perform admin tasks.

  • Purchase, manage office equipment, arrange car used for field trip
  • Perform logistic works, archive official letters and HR files...
  • Other admin works of CDP.
4. Other work:

  • Disseminate, guide staff of team/project partner in project activities to understand and comply with financial processes (order, payment and advance steps, etc.)
  • Provide explanation for data as requested by managers.
  • Coordinate with colleagues to implement project work.
  • Be involved in making project plan and reporting as stipulated.
  • Be involved in CDP management (equipment, logistic works, archiving file, etc.)
  • Implement other activities as required by managers.


Education: University degree in Finance, Accounting or relevant fields

Work experience

  • At least 01-year relevant working experience.
  • INGOs working experience is preferable

  • Dynamic, reliable and able to work under pressure.
  • Ability to work independently and work with the team;
  • Good organizing skills and interpersonal skills;
  • Good English language skills in writing & speaking;
  • Good use of personal computer utilizing word processing and spreadsheet software programs

  • Sociable, responsive, committed working with GNI at least 02 years
  • Accountable and transparent.
  • Enthusiastic in work
  • Teamwork
