Background
The Clinton Health Access Initiative, Inc. (CHAI) is a trusted advisor to governments worldwide, helping them transform the way they provide health services. Established in Vietnam in 2006, CHAI works with various departments in the Ministry of Health to help reach national COVID-19, TB, hepatitis, malaria, and vaccination targets. CHAI has emphasized a sustainable and integrative approach to health systems strengthening premised on a close partnership with the government to build national capacity.
CHAI’s team in Vietnam consists of a dynamic core of 18 staff in addition to staff available at the regional and global levels.
Description
The Hepatitis program aims to support people’s access to high-quality testing, care, and treatment services for people living with Hepatitis C (HCV), including those co-infected with HIV in Vietnam. This work will require close engagement with government partners at the national and implementation level to conduct systems strengthening activities, including providing technical support to increase accessibility to HCV screening and diagnosis and strengthen linkage to care and treatment.
CHAI is seeking a Hepatitis Program Manager who is a highly motivated, entrepreneurial individual with outstanding problem-solving, managerial, analytical, and communication skills.
The Manager must be able to function independently and flexibly and have a strong commitment to excellence.
This role will manage a portfolio of existing programs and provide strategic leadership on the work of Hepatitis of CHAI Vietnam. The manager is expected to engage with partners in the development of new programs, participate in evaluation, course correction and capacity building activities and provide the required support to the Country Director and Global teams in the execution of CHAI’s Hepatitis strategy.
Main Responsibilities
Supported by other in-country and global team members, the Manager will be responsible for:
Program Leadership
- Support the development and refinement of the Hepatitis program’s strategic initiatives, facilitating ongoing alignment with the MOH strategic goals and priorities
- Lead the end-to-end oversight and management process of projects (from concept formation, proposal development through to implementation) suggesting improvements and monitoring performance to ensure impact
- Work cross-functionally and lead a small team to meet program objectives
- Translate objectives into clear activity plans, and guide team on prioritization of initiatives
- Conduct regular reviews of the progress and performance of existing programs and identify solutions for issues and challenges to ensure effective implementation of work plan activities
- Identify strategic areas for expansion and guide proposal development needed for future program development
- Track detailed program budgets and spends to ensure financial management is compliant with donor and CHAI regulations
- Manage the preparation of internal and donor reports to ensure these are produced to a high standard and in a timely fashion.
Stakeholder Coordination
- Support and develop new collaborative relationships with the MOH, partner organizations and other relevant stakeholders
- Ensure communications and activities are aligned with the government, donors, and partners
- Collaborate with internal CHAI global and country teams to facilitate access to key information and stakeholders, provide updates, and leverage core competencies of the various CHAI teams
- Actively maintain CHAI’s reputation as a trusted MOH partner in Vietnam
Donor Relationship Management
- Coordinate with donor organizations to provide progress updates, performance metrics, and other reporting requirements
- Manage the program budget and liaise with appropriate CHAI internal and donor teams to meet all mandated requirements
- Act as the main focal point for all issues related Hepatitis at CHAI Vietnam
Perform other duties that may be assigned by country leadership.
Qualifications
Required
- Bachelor's degree in a related field with a minimum of 5 years of work experience in a demanding and fast-paced environment
- Experience of working with Hepatitis C and/or other infectious diseases within the development or health sector
- Demonstrated experience in:
- Planning and execution of significant projects, including strategy development, budgeting, project design and activities planning and prioritization
- Team management, specifically mentoring and shaping diverse teams
- Thinking strategically, handling ambiguity, and problem-solving in a fast-paced, limited-structure and multicultural environment
- Building and maintaining collaborative relationships and working with multiple stakeholders
- Exposure to health care and/or health systems strengthening and/or experience working with Government bodies and influencing policy
- Excellent analytical (qualitative and quantitative) skills and communication (written and verbal) skills, including the ability to prepare and present compelling presentations and program planning and memo documents
- Skilled in relationship building and strengthening; able to influence others and work collaboratively
- Capacity to work in a multi-cultural environment, adapting style and approach appropriately and in a culturally sensitive manner
- Fluency in English
